With the in-depth development of campus tennis,there has been a shift from a "single subject" to a "Multiparty participation" in the participation of the main body,and the promotion of "each acting independently" to "interests matching".The governance of adolescent campus tennis in China has ushered in unprecedented opportunities,requiring us to re-examine and research,in order to promote the healthy governance of campus tennis.The current development model of campus tennis still focuses on the impact of a single subject on campus tennis,with a narrow research perspective and dimensions.There is little systematic research and analysis from multiple perspectives,multiple subjects,and other aspects.The narrow research perspective restricts the good display of the collaborative governance effect of campus tennis,as well as the high-level and high-quality development of campus tennis in China.In order to further promote the development of tennis in China,the General Office of the Ministry of Education launched the "Campus Tennis" development plan in 2017,deciding to start with children and adolescents,laying a solid foundation for the development of tennis in China.This study takes the modernization of national governance system and governance capacity in the new era as the background,takes the core points of collaborative governance theory as the theoretical guidance,and uses the SFIC model as the theoretical analysis framework.It analyzes the reality of campus tennis collaborative governance from the following five dimensions,and optimizes the starting conditions,catalytic leadership,institutional design,and collaborative process of campus tennis collaborative governance,in order to design a scientific and reasonable optimization path.Combining questionnaire survey,interview survey and mathematical statistics as the main research methods,the collaborative governance among multiple subjects in Jinan,Qingdao and Rizhao is selected as the survey object.The final conclusion of this paper is:1.The analysis framework for collaborative governance of campus tennis in Shandong Province consists of five components: starting conditions,catalytic leadership,institutional design,collaborative process,and governance effectiveness.According to the framework,identify the entities involved in the collaborative governance of campus tennis,including government entities,social organization entities,market training institutions,schools,and the public.2.The overall development level of collaborative governance of campus tennis in Shandong Province needs to be improved,and the development of various elements is uneven.Among the five elements,"catalytic leadership" and "collaborative process" have relatively high scores and are in a relatively strong position.The "institutional design" level is slightly insufficient,while the "starting conditions" and "governance effects" are in a weak position.Among the dimensions below,the collaborative governance of campus tennis scores the lowest in five aspects: "there is a good cooperative relationship between participating entities","reasonable authorization of participating entities","the presence of participating entities in the process of institutional design","dialogue and negotiation mechanism",and "the current effectiveness of campus tennis collaborative governance is good",with obvious disadvantages.3.The difficulties faced by the collaborative governance of campus tennis in Shandong Province are: imbalanced power of multiple entities participating in collaborative governance,insufficient collaborative power,unclear role of the government in catalytic leadership,low transparency and participation in the institutional design process,unclear basic rules,lack of communication in the collaborative process,and scattered value concepts among participating entities.4.The optimization path for collaborative governance of campus tennis in Shandong Province is to ensure supply,promote the equality of collaborative power and rights,take multiple measures,improve the government’s leading role,establish regulations and legislation,clarify the transparency of the design process,strengthen communication,and achieve conceptual identification among subjects.
