With the acceleration of economic globalization and the increasing frequency of international trade,the development of Marine transportation industry has increasingly raised the requirements on the knowledge and ability of Marine transportation talents,which leads to the shortage of senior seafarers in the international maritime labor market.In the 1970 s,China exported seafarer service,but the development was slow.It was not until the early 21 st century that the rapid development of the domestic shipping industry attracted the attention of the shipping companies and fleets in the world and became a force that could not be ignored in the international seafarer market.In contrast,Philippine maritime education has accumulated rich experience early in coping with the export of seafarers’ labor service and the cultivation of talents required by the construction of the maritime industry.Especially in the cultivation of Marine transportation professionals,its advanced training concept,international training objectives and diversified evaluation methods have formed a good Marine transportation professional education.Therefore,from the perspective of comparative higher education,the talent training mode of this major is worth studying and learning.This paper takes the training mode of Marine transportation professionals at the Philippine bachelor’s level as the research object.On the basis of revealing the historical evolution and characteristics of each stage of the research object,it uses the theoretical framework of "triangular coordination mode" of higher education scholar Burton Clark to analyze the three factors affecting the development of the training mode of Marine transportation professionals.It also summarizes the successful experience and existing problems of Philippine Marine transportation professional talent training mode according to the specific situation of Philippine Merchant Marine Academy.This paper consists of introduction,text and conclusion.The introduction aims at explaining the origin of the problem,the purpose and content of the research,the significance of the research,the research methods,the research review and the definition of related concepts.The text is divided into four parts: the first part,the historical evolution of the training mode of Marine transportation professionals at bachelor level.The paper analyzes the historical changes and characteristics of the professional education of Marine transportation and its personnel training mode from the historical dimension.The second part is the analysis of the influencing factors of the development of Marine transportation professional personnel training mode.Burton Clark’s "Triangle Coordination Theory" is used to analyze the influence of colleges,market and government on the development of the professional talent training mode.The third part,case analysis.From the perspective of combining theory with practice,this paper analyzes the training mode of Marine transportation professionals at the bachelor level of Philippine Merchant Marine Academy and the characteristics of each element.The fourth part summarizes the main experience of Marine transportation personnel training mode in the Philippines.By analyzing the general situation and cases of Marine transportation professional development in the Philippines,this paper describes and analyzes the achievements of Marine transportation professional personnel training,and then summarizes the successful experience accumulated in the process of training high-quality Marine transportation professionals.Conclusion,induction and reflection on the training mode of Marine transportation professionals in the Philippines.With the continuous reform and development of talent training objectives,contents,training methods and evaluation,Philippine bachelor level Marine transportation major has formed a talent training model with its own characteristics and can be used for reference.According to this,the following suggestions are put forward for the reform of training mode for professional talents in Marine transportation.The second is to strengthen the practice teaching in the training process of higher nautical professionals;Third,we should focus on cultivating high quality maritime talents with excellent comprehensive quality and various abilities.
