| With the continuous improvement of people’s living standards in China,the nutritional conditions of children and adolescents have improved significantly,and the level of growth and development has increased steadily,but in the past 20 years,some of the physical health indicators of China’s adolescent students have continued to decline,and the obesity rate,myopia rate and depression rate of elementary school students have repeatedly climbed,and their physical and mental health has been seriously affected.It is urgent to strengthen students’ physical exercise and enhance their physical health.On May 21,2021,the19 th meeting of the Central Committee for Deepening Reform considered and adopted the Opinions on Further Reducing the Burden of Homework and Off-Campus Training for Students in Compulsory Education(hereinafter referred to as the "Double Reduction" policy),which aims to reduce the burden of homework and off-campus training for students in compulsory education.With the implementation of the "double reduction" policy,the majority of primary and secondary school students have more time at their disposal,and extracurricular sports activities,as an important component of school sports and a necessary supplement to students’ daily exercise,are back in the public eye.As an important component of school sports and a necessary supplement to students’ daily exercise,extracurricular physical activities are back in the public eye.It is important to understand the situation of extracurricular physical activities in elementary school under the background of the "double reduction" policy,analyze the factors that restrict their development from multiple perspectives,argue and analyze the logic among the influencing factors,and put forward targeted suggestions based on the findings of the study,so as to provide empirical evidence for the relevant education departments and primary and secondary schools to further improve the relevant policies.It is of great practical significance to enhance the physical fitness of adolescents and promote their healthy physical and mental development.Hainan Province is driven by both national policies and its own internal drivers,and Haikou,as its provincial capital and the first "World Health City" pilot site in China selected by the World Health Organization,is attracting attention in all aspects of development.As a supplement to the existing studies and an expansion of regional practices,this study used a stratified random sampling method to distribute 3824 questionnaires to 32 schools in four districts(Meilan District,Qiongshan District,Longhua District,and Xiuying District)in Haikou City,and used questionnaires and expert interviews to explore the dilemmas and constraints in the implementation of extracurricular physical activities in elementary school from grade 4 to 6 in Haikou City.We used questionnaires and expert interviews to explore the dilemmas and constraints in the process of their implementation,used principal component analysis to analyze the logic among the influencing factors,and proposed corresponding policy inspirations in order to provide theoretical guidance and reference for the development of extracurricular physical activities in elementary school under the background of the "double reduction" policy.The following conclusions were drawn from the study:1.Since the implementation of the "double reduction" policy,all elementary school in Haikou have responded positively to the policy requirements,and the overall situation of extracurricular sports activities is good,81.3% of elementary school can ensure that students have "one hour of physical activity time" in school;some elementary school’ morning exercises and recesses are affected by Some elementary school suspended their morning exercises and recesses due to the epidemic and site restrictions,while individual schools innovated the contents of morning exercises and recesses;12.5% of elementary school did not carry out after-school physical education services,and most rural elementary school could not realize the "5+2" model.2.At present,there are still many problems in the process of extracurricular sports activities in elementary school in Haikou,mainly: the main body is not sufficiently aware of the "double reduction" policy,and the implementation of related measures is weak;the supply of school sports resources is insufficient,and the quality of extracurricular sports activities is uneven;the innovation ability of schools is still weak,and the content of extracurricular sports activities is single;the "home school community" main body linkage is scattered,and it is difficult to coordinate extracurricular sports.3.The factors influencing the development of extracurricular physical education activities in grades 4-6 of elementary school in Haikou are,in descending order of influence:policy orientation factor,material resources guarantee factor,teacher staffing factor,and individual student differences factor.4.In order to promote the development of extracurricular sports activities in elementary school in Haikou City under the background of the "double reduction" policy and improve students’ enthusiasm for participation,the following suggestions were made in light of the actual situation: strictly implement the "double reduction" policy and promote it in a hierarchical,categorical and sectional manner;increase the investment in sports resources and realize the sharing of quality resources among schools;broaden the channels for extracurricular sports activities and improve the attractiveness of extracurricular sports activities;strengthen the synergy of "home,school and community" bodies to create a good atmosphere for exercise. |
