Research On The Innovation Path Of Rural Social Work Participation In Rural Community Governance In The Context Of "Five Community Linkages"

In recent years,China attaches great importance to social governance innovation,and the report of the 20 th National Congress proposes to improve the social governance system and improve the social governance system of common construction,governance and sharing.However,there is still a gap between the current level of rural governance and the goal of realizing the modernization of China’s social governance system,for example,there are realistic problems in rural community governance such as the lack of governance subjects,insufficient awareness of villagers’ participation,and low villagers’ self-governance ability.With its unique professional approach,value concept and professional affinity,the rural social work profession has shown certain advantages in rural governance.Based on villages,rural social work extensively mobilizes villagers to participate in community governance,realizes villagers’ solidarity and mutual assistance,reduces social conflicts,and maintains rural social stability.The intervention of rural social work in rural community governance can establish a mechanism to effectively integrate various resources and realize the joint governance of rural society by multiple subjects in the context of "five community linkages".Therefore,the intervention and application of social work in the process of rural governance can help solve rural governance problems and innovate rural governance mechanisms.The whole paper focuses on rural community governance.Firstly,it summarizes and analyzes the current situation of rural community governance at home and abroad,and further elaborates the connotation of rural community governance through the explanation of related concepts and theories.Secondly,social workers conducted empirical research on the community,social workers,community volunteers,community organizations and charity fund subjects in Village Z through questionnaires and semi-structured interviews.The survey found that Village Z’s rural governance dilemma is mainly manifested in five aspects: single governance subject,insufficient villagers’ willingness and ability to participate,single type of community social organization development and lack of community-specific charity fund.This study takes the problem as the guide,formulates a targeted service plan,and conducts practical exploration of village governance around the "five community" governance subjects: expanding community governance subjects through "social worker + community" and establishing a collaborative dialogue system;providing professional training for social workers;and providing professional training for social workers,Through "social worker+volunteer",a volunteer service team is established;through "social worker+community organization",governance-oriented community organizations are cultivated;and "social worker+charitable fund",a special charitable fund for Z villages is actively raised.The study has demonstrated that the social worker and the community organization are the most important elements of the village.Through the practice of this study,it is proved that rural social work is both possible and feasible.Based on theories of collaborative governance,multi-subject governance,and citizen participation,this study enriches rural governance subjects and enhances the ability of joint governance among them,forming a new situation of rural governance in village Z with the participation of multi-subjects and consultation and governance,and improving the vitality of village governance.The practice of this study also proves that social work interventions in village community governance in the context of "five community linkages" can greatly enhance the villagers’ community participation capacity.In this context,the grassroots government puts the initiative of village community governance into the hands of each villager,and social workers and village committees collaborate to guide villagers to participate in community governance through "social worker + community","social worker + community organization" and "social worker + volunteer team".Through the mode of "social worker + community","social worker + community organization","social worker + volunteer team",etc.,villagers are widely mobilized to participate in the governance of community public affairs,cultivate villagers’ awareness of self-governance,enhance their governance capacity,and make villagers become the most important subject in rural community governance.
