Social Work Involved In Peasants' Concentrated Placement Of Community Governance

In the Third Plenary Session of the Eighteenth Central Committee,it is proposed that the social governance system should be innovated,and the co-governance by multiple subjects is emphasized,which is an important symbol of social governance to modernization.In the current social governance in China,the government occupies a large proportion but multi-party participation is ignored.In the community construction and governance,the community for centralized settlement of farmers as a new rural community faces many unprecedented problems and difficulties,so governance and transition are required.Different from both traditional village governance and modern urban governance,its governance is particular.In recent years,many regions try to introduce social work institutions to innovate community governance and solve governance problems of the community for centralized settlement of farmers.In the paper,through the literature analysis,some problems existing in the community for centralized settlement of farmers are concluded,such as lack of community participation,unclear powers and responsibilities of governance subjects,etc.In addition,from the micro perspective,H community for centralized settlement of farmers in Chongzhou City,Sichuan Province is selected as the research object,and the social work's intervention in the governance of H community is studied based some cases.Guided by the multiple governance theory and the strength perspective theory,the practice model of guidance by social worker +co-governance of multiple subjects is proposed,which is helpful to realize homing of governance subjects,implement community autonomy mechanism,enhance community's self-hematopoietic function,and then solve difficulties of the traditional governance model to a certain extent.However,there are some deficiencies for the model at present,such as the unsound multiple-subject co-governance system,difficult integration and optimization of superior resources in the community,imbalanced residents' diversity demand and satisfaction,etc.Finally,some perfect measures are put forward,The government needs to improve the community governance system,strengthen the integration of social work,and participate in other social forces.
