Research On The Refined Governance Of Urban Community Sports Services For The Elderly In Shanxi Province

In the report of the 20 th Party Congress,it is pointed out that "improving the grassroots governance platform supported by grid-based management,refined services and information technology,improving the social governance system of coconstruction,co-management and sharing,and enhancing the effectiveness of social governance",which points out the development direction and consensus for grassroots governance.Promoting the refined governance of public services is in line with the general trend of modernization of national governance capacity and system,and is a basic requirement for implementing the 14 th Five-Year Plan and the 2035 Vision,as well as for thoroughly implementing the "people-centered" development concept.People-centered" development concept,to better meet the public demand for public sports should be the right thing to do.In this context,under the leadership of the concept of refined governance,it is reasonable to solve the real problems of the refined governance of community sports services for the elderly and find the optimal path.Jinzhong City,Shanxi Province,has always attached importance to the development of senior sports,and has been awarded the titles of "National Model Senior Friendly Community" and "National Sports System ’Double First’" for many years,and has many practices in the governance of senior sports services.Based on this,this paper takes the fine governance of urban community elderly sports service as the research object,focuses on the practice of fine governance of urban community elderly sports service in Jinzhong city,and integrates literature,questionnaire survey,interview,mathematical statistics,case study and field observation methods,and combines theory with practice to discuss the concept and connotation of fine governance of urban community elderly sports service,the current situation of urban community elderly sports service governance in Jinzhong city,and the problems.On the basis of these theories,we discuss the concept and connotation of urban community senior sports service refinement governance,the current situation and problems of urban community senior sports service governance in Jinzhong City,and put forward the optimization path of urban community senior sports service refinement governance.Overall,the main conclusions are as follows:First,the refined governance of urban community sports services for the elderly refers to the collaborative participation of multiple subjects such as the government,social organizations,market enterprises and community residents,and the comprehensive application of modern information technology and various governance tools and other means to solve problems in the governance of urban community sports services for the elderly in a precise,accurate and efficient manner.Jinzhong City has carried out diversified governance practices in community sports services for the elderly,based on adhering to the concept of refined governance,fully mobilizing the governance synergy of the government,sports social organizations,enterprises,residents and other subjects,adhering to systemic governance with rich content,and adhering to wisdom governance with diverse approaches,and has achieved some governance results.Secondly,under the concept of refined governance,the current governance of urban community sports services for the elderly still faces many practical problems.In terms of governance subjects,the governance dynamics of social forces is relatively lacking,which hinders collaborative governance;in terms of governance content,the quality of public sports services needs to be improved,and the satisfaction of governance is relatively low;in terms of governance methods,wisdom governance still needs to be further deepened.Thirdly,as a typical case of community elderly sports service governance under the concept of refined governance,the "Huasheng-Our Home" project provides a good model for other regions in terms of giving play to the governance dynamics of multiple subjects and promoting the long-term operation of the project,and other regions can learn from its project experience in community elderly sports service governance.Fourth,in order to better help urban communities to refine the governance of senior sports services,we should further focus on service quality improvement,focus on optimizing system construction,strengthen the concept of refinement of governance identity,build a smart governance platform for senior sports services by enhancing technological innovation,and finally realize the "refinement" of the governance of grassroots senior sports services to respond to the people’s good expectations of sports.
