Research On The Refined Governance Path Of Beijing Urban Community Public Sports Service From The Perspective Of Multiple Subjects

At the Fifth Plenary Session of the 18 th Central Committee of the Communist Party of China,it was proposed to "promote the refinement of social governance and build a social governance pattern that is jointly built and shared by the whole people." The refinement of governance has gradually become a social consensus.Urban communities are the basic cells of the public service system for national fitness and have long been weak points.Therefore,the governance of public sports services in urban communities is the "key and difficult point" that restricts China’s promotion of the national strategy of national fitness and the goal of building a sports power.The traditional government’s unilateral and extensive governance model has become difficult to adapt to the current development needs.It is necessary to change the traditional governance model,take refined governance as an improvement idea,promote the modernization of the governance system and governance capacity of urban community public sports services,improve the supply quality of urban community public sports services,and meet the public sports needs of urban residents with high quality.Based on this,this article takes the multi subject perspective as the research perspective,using the methods of literature review,interview survey,questionnaire statistics,mathematical statistics,and case study,and first constructs a multi subject governance structure model for urban community public sports services in Beijing.Using the model as the analytical framework,based on this model,taking Zizhuyuan Street in Haidian District as a case study,this paper analyzes the current situation of community public sports service governance in Zizhuyuan Street in Haidian District.This paper analyzes the difficulties and causes of public sports service governance in urban communities in Beijing.With the goal of refined governance,this paper explores the path of refined governance of public sports services in urban communities in Beijing from the perspective of multiple entities,in order to promote the continuous development of public sports service governance in urban communities in Beijing.The following conclusions are reached through research:(1)After testing the model,a multi entity governance structure model of public sports services in urban communities in Beijing was finally determined,with the government,community property,community neighborhood committees,and sports associations as the governing bodies.(2)Taking Zizhuyuan Street in Haidian District as a case study,this paper analyzes the current situation of public sports service governance in urban communities in Beijing using a model.In terms of governance stage,it is summarized that there are three stages in the governance of public sports services in Zizhuyuan Neighborhood Community of Haidian District,namely,the initial development stage(1980-2008),the steady improvement stage(2008-2016),and the breakthrough and innovation stage(2016-present).The three stages reflect the transformation of the governance body of public sports services in the Zizhuyuan neighborhood community of Haidian District from a single government body to a multiple governance body.(3)In terms of governance subjects,the government promotes community governance reform and coordinates the allocation of governance affairs;Community property undertakes community sports outsourcing projects to serve the needs of residents;The community neighborhood committee shall interface with the work instructions of the superior to maintain the order of community sports;Sports associations create volunteer service teams and deepen community sports cooperation.In terms of governance environment,Zizhuyuan Street has been improving its soft environment: the "policy+talent" security system is increasingly sound;Harnessing the hard environment: "Digital+Facilities" governance resources are increasingly improving.In terms of governance effectiveness,Zizhuyuan Street has made remarkable achievements over the years,and various work related to community sports has been carried out in an orderly manner.(4)From the perspective of multiple entities,there are five major dilemmas in the governance of public sports services in urban communities in Beijing,namely,the limitations of unilateral government governance,low participation in community property governance,insufficient vitality and motivation for community neighborhood committees to participate in governance,prominent issues of virtual and marginalized governance of sports associations,and inadequate governance environment construction for community sports governance entities.(5)Combining the connotation and characteristics of refined governance of community public sports services,the following refined governance paths are proposed at the government level: clarifying the positioning of government governance,promoting the construction of "intelligent" government;Property level: Adhere to the market allocation of governance resources,and accurately meet the needs of the community;Neighborhood committee level: optimize the management system of the neighborhood committee,and improve the efficiency of participation in governance;At the level of sports associations: strengthen the governance status of associations,and refine their own development strategies;Improve the environmental protection elements of refined governance of community public sports services involving multiple subjects.
