| In recent years,with the continuous development of all aspects in our country,people’s living conditions are getting better and better.Parents pay more attention to children’s education,the improvement of education demand has led to the development of after-school counseling industry,a variety of after-school counseling institutions are springing up.The purpose of out of school counseling institutions is to make profits,so the services provided by out of school counseling institutions are still market behaviors in essence,involving a very wide range,and market self-regulation can not solve all the problems.At present,there are a lot of off campus counseling institutions,and there are many problems in the operation.If it is difficult to adjust and solve by itself,it must rely on the government departments to carry out reasonable supervision and rectification.The Education Department of our country has been emphasizing to reduce the burden of students,and the off campus counseling has increased the burden and pressure of students in disguise.So,it is very meaningful to strengthen the supervision of government outside school counseling agencies.In recent years,the education department has been issuing the regulation documents on the out of school counseling institutions.Under this background,studying the supervision of outside school tutoring institutions in Xuzhou City has meaningful to the development of outside school tutoring institutions.Before conducting research on the government supervision of primary school tutoring institutions,this article briefly summarizes the relevant concepts and the theoretical basis of the research used,and sorts out and summarizes the relevant domestic and foreign documents and materials,and builds on the existing research basis.And used field research to study the government supervision of off-campus tutoring agencies.This paper makes a questionnaire survey on the students of the counseling institutions,interviews the teachers,parents and relevant persons in charge of the Education Bureau of the counseling institutions,and then analyzes and summarizes the school running situation and supervision situation of the off campus counseling institutions.Then,combined with the above information,this paper analyzes Xu from the aspects of industry access and exit,price,teaching quality,teacher qualification and information release This paper summarizes the problems existing in the supervision of primary school counseling institutions.Through the data review and the analysis of the survey results,there are many reasons,including the existing relevant laws and regulations are not perfect,the administrative department’s understanding of the supervision of the primary school tutoring institutions is flawed,the relevant supervision system is not perfect,and the supervision that can be used less means.Finally,it puts forward the innovative strategy of the government supervision of the external tutoring agency of Xuzhou primary school,including improving the relevant legal supporting measures,clarifying the rights and responsibilities of administrative departments,establishing a multi department joint law enforcement mechanism,giving full play to the logical role of market economy,strengthening public opinion supervision,and establishing a long-term supervision mechanism and evaluation system. |
