On July 24 th,2021,China officially introduced the "double reduction" policy,which made strategic arrangements for both homework and extracurricular training institutions for students in compulsory education from a political perspective,and is a continuation of the domestic "burden reduction" reform path.For many years,the issue of student homework has been a commonplace topic in the education industry.The State Council and the education department of our country have also issued relevant policy documents many times,striving to start with homework,reduce students’ learning burden and improve quality,and promote the high-quality development of quality education.Part Ⅰ: Introduction.It mainly introduces the research background,research purpose,research content,literature review,research significance,research methods,and research ideas of the article.The second part is the governance research theory of reducing students’ homework burden in the context of the "double reduction" policy.Based on the background of the "double reduction" policy,this article focuses on the heavy homework burden of primary and secondary school students.Firstly,the concept and theory of governance for reducing students’ homework burden in the context of the "double reduction" policy are studied,and then a governance theoretical framework for reducing students’ homework burden in the context of the "double reduction" policy is constructed on the basis of educational governance theory,which is constructed from three dimensions: governance subject,governance content,and governance method,Adhere to the concept of "promoting the overall development of students" in homework design,and effectively reduce the burden of students’ homework through multiple subjects.The third part is the research on the current situation of students’ homework burden under the background of the "double reduction" policy.Through in-depth interviews with schools,teachers,students,and parents at various levels and in various regions of Liaoning Province,we explored the actual situation of students’ homework under the background of the "double reduction" policy,as well as the participation of various homework management entities in student homework management.We found that there was an excessive amount of homework in students’ daily work,and the length of homework exceeded the prescribed standards;The low quality of homework and the dereliction of duty of participants in the management of homework burden have led to the conclusion that in the context of the "double reduction" policy,the problem of students’ homework burden is still accumulating and difficult to return.The fourth part analyzes the causes of students’ homework burden in the context of the "double reduction" policy: Based on the actual situation of students’ homework burden,starting from the five dimensions of the direct subjects involved in homework:schools,teachers,students,parents,and social background,it analyzes the reasons why students’ homework burden has long existed and is difficult to solve in the context of the "double reduction" policy.The fifth part,under the background of the "double reduction" policy,studies on countermeasures to reduce students’ homework burden: Through empirical analysis,based on the reasons why students’ homework burden has been difficult to solve for a long time,referring to relevant ideas of governance theory,starting from the four main bodies and social background of schools,teachers,students,and parents,propose constructive suggestions and feasible countermeasures to effectively reduce the homework burden of primary and secondary school students,To return to the essence and original intention of the "double reduction" policy and achieve the improvement and upgrading of education.
