Research On Financial Risk Prevention And Control Of Transformation Of "School-within-a-School" Independent Colleges

At the beginning of the 20 th century,China’s colleges and universities expanded rapidly and needed a lot of funds to raise schools.In order to alleviate the plight of insufficient financial resources,China promoted the development of higher education by introducing social capital to run schools,which gave rise to the mode of running independent colleges.However,independent colleges have gradually revealed a large number of problems in the process of their development,which need to be solved by transferring.In the process of transfer,there are some financial risks.In this paper,we study the financial risks in the process of transferring to independent colleges,and try to provide reference for the sustainable development of independent colleges.This paper takes "school-within-a-school" independent colleges as the case study,and conducts research through literature research,case study,and field investigation.Firstly,the background and significance of the study are discussed.Among all the independent colleges that have been transferred,the problems of "school-within-a-school" model are the most complicated and have strong representativeness and typicality.Secondly,the concept of financial risk and college financial risk is introduced,and the financial risk of independent colleges is analyzed and classified according to the characteristics of college financial management.Again,taking College T,the object of the case study,as an example,the financial risks found in the conversion work are sorted out and summarized,mainly divided into debt settlement risk,financing risk,operation risk and investment risk.Then,we summarize the measures with reference to the relevant policies and the actual situation of T College,and propose prevention and control methods and suggestions for these four financial risks.Finally,we propose operational measures to prevent and control financial risks in the process of transferring independent colleges within schools in China,taking into account our own thinking.In order to promote the transfer process more smoothly,it is necessary to prevent and control the financial risks by establishing a funding mechanism,exploring innovative measures for risk prevention and control,and establishing a mechanism for compensation of benefits and resource support.This paper conducts an in-depth study by innovatively participating in the transfer of independent colleges,and the proposed method has strong operability and practicality,which can provide some ideas for the prevention and control of financial risks in the transfer of independent colleges and guarantee the healthy long-term development of higher education in China.
