| In recent years,China attaches more and more importance to the physical health problems of teenagers.Due to the characteristics of extracurricular sports competitions,which can entertain students physically and mentally and enhance the ability to resist setbacks,the proportion of it in school education has gradually increased.In addition,China has issued a series of policies to promote the development of extracurricular sports competitions.However,because the middle school students are in the critical growth period,their physiological function is not mature and they lack of self-protection consciousness.Besides,the school emergency management is not in place.All these reasons lead to frequent injury accidents which becomes a huge obstacle factor in the development of extracurricular sports competitions and a major problem needed to be solved urgently in our country.Therefore,this thesis takes the characteristics of injury accidents and the linkage mechanism of emergency management in secondary school sports competitions as the research object,takes the theory of emergency management and collaborative governance as the theoretical basis,and adopts the method of text analysis and interview in qualitative research.This thesis summarizes and analyzes the judgment documents firstly,and then conducts one-on-one semi-structured in-depth interviews with gym teachers,middle school leaders as well as medical workers in hospital.After the interview audio is transcribed into text,Nvivo12.0 qualitative research analysis software is used to assist the study for three-level coding.The research conclusions are as follows:1.Analysis of characteristics of injury accident in extracurricular sports competitions in middle school:(1)The probability of male students’ accidents is higher than that of female students no matter in each grade or in the total number and the injury accidents of junior and senior two students are significantly higher than other grades;(2)Boy’s injury accident rate of extracurricular sports competitions is much higher than girls in three types of sports,basketball,football as well as track and field;(3)The sport competition organized by students themselves is the most common form of injury accident in extracurricular sports competitions injury accident;(4)The injuries caused by the school’s fault are the most and the main reason is the improper management of the school’s staff or the lack of risk awareness;(5)The injury frequency of upper limb and lower limb is much higher than that of other parts,and most of them are bone injury such as fracture;(6)Some schools have adopted insurance and other means to avoid the risks of extracurricular sports competitions;(7)In recent ten years,the Tort Liability Law of the People’s Republic of China is the main law used by the courts in hearing the cases of injuries caused by extracurricular sports competitions,while the frequency of the use of the Civil Code of the People’s Republic of China has steadily increased since its promulgation;(8)The main body to bear the responsibility for the injury accident of the extracurricular sports competitions in the middle school is diversified,among which the multi-party to bear the responsibility is one of the most important ways.2.Analysis on the problems and characteristics of the linkage mechanism of emergency management for sports competitions in secondary schools:(1)In the prevention and preparation stage,the main subjects of the problems are mainly concentrated in schools and most of them are lack of personnel or ability.Then,some schools do not have cooperation,so there are few problems related to cooperation with other departments and the problems are not well targeted.Finally,due to the limitations of their own professional ability and cognitive level,they do not mention the issues related to emergency prevention.(2)In the warning and monitoring stage: Firstly,most of the problems are too superficial without in-depth analysis of the reasons.Secondly,most interviewees do not know much about this aspect,resulting in lack of awareness of the problems.(3)In the rescue and disposal stage,the main subjects of the problems are mostly from schools without involving other subjects;Then the sports leaders of middle schools do not do a good job in the command and guidance of rescue and disposal;Finally,most of the existing problems refer to the individual ability and objective factors rather than in-depth exploration of management problems and causes;(4)In the recovery stage: First of all,the problems mainly focus on the specific work content rather than the emergency mechanism;Then,due to its own limitations,the problems are not well targeted;Finally,the measures of the problems in this stage are not put forward.The characteristics of the problem mainly include:(1)Participants have weak awareness of emergency management for injury accidents,and the four stages of emergency management do not reflect the scientific and systematic emergency management theory;(2)The emergency linkage mechanism lacks horizontal construction,the participants of emergency linkage are not normalized,the management methods and means of emergency linkage mechanism are not advanced enough,and the participation of departments and organizations except schools is low;(3)The multi-department collaborative management mechanism is not mature,the preparatory measures in the prevention and preparation stage are too scattered,and the early warning mechanism and risk assessment mechanism in the early warning and monitoring stage are too simple,the emergency plan is not updated in time and has low practicability,and middle schools lack multi-department coordination mechanism.3.Strategies for building linkage mechanism of emergency management for extracurricular sports competition in middle school:(1)strengthen the training and learning of the emergency management concept of injury accidents.It mainly through establishing emergency management knowledge study group to strengthen the participants’ emergency management concept,carrying out daily emergency knowledge education in schools and forming a regular practice mode of emergency education;Update emergency knowledge and skills training institutions to form a multi-type and all-forms emergency training mode for teachers and students.(2)strengthen the horizontal construction of emergency response mechanisms throughout the whole process.Form a professional emergency core team to help participants clarify their responsibilities and obligations.Formulate routine operation procedures to standardize the management mode of emergency linkage mechanism;Set up cross-departmental cooperative action goals to maximize departmental and organizational involvement.(3)improve the mechanism for multi-department cooperation in handling injuries and accidents.Enrich the emergency prevention system by identifying the risk of school extracurricular sports competition.To fully assess the risk of school extracurricular sports competition to help schools strengthen the early warning measures;To review and evaluate the quality of emergency plans made by the school and establish a common file information sharing system to facilitate inquiry and learning;Construct emergency management linkage mechanism led by the government to help the schools improve the level of emergency management. |
