Flow survey is short for epidemiological survey, this is a survey and record of the lives of patients with infectious diseases and the people they come into contact with in order to understand the chain of transmission of epidemic diseases and to carry out social interdiction actions in medical institutions. In order to facilitate public self-examination and risk avoidance based on epidemiological survey results and to make scientific preventive judgments by cognizing the epidemic transmission status through epidemiological survey information, the epidemiological survey report will be published in the whole society. However, since the outbreak of the COVID-19 has caused, epidemiological investigations have triggered more public opinion on the Internet and aroused widespread concern in the community. How can such a data-driven,de-story structured text that does not deliberately construct social meaning trigger a massive exchange of social meaning? How did its rustic and intuitive presentation of data turn into a more enthusiastic practice of social discourse? As a source text for online opinion generation, this particularity of epidemiological surveys compared to other news reports can serve as a clear logical starting point that allows us to better understand the mechanism of online opinion generation by being less influenced by variables such as perceptions and emotions contained in storytelling news at the beginning stage. With this as the research objective, this paper will take the news information and comments on hot trends in today’s headlines from January 1,2020 to January 1,2023 as the research object, among them,40 representative public opinion incidents involved in the flow of public opinion incidents were selected as research samples, and the special way of displaying the life trajectory of the parties and its characteristics different from ordinary news texts were discussed, the public opinion trigger points and their trigger mechanisms, especially the social context generated by them, that is,the social experience of netizens and the intertextual relationship between social mentality and public opinion trigger points, the discourse characteristics expressed by netizens and the life demands they present. In this way,it comprehensively shows the inseparable internal relationship between network public opinion and social practice. For the collected materials, this dissertation will adopt Fairclough’s discourse analysis method and discuss them at three levels: textual analysis, discourse practice and social practice, with a view to penetrating the mechanism and state of the deep intersection of discourse and social factors in online public opinion. It was found that in the textual analysis vector, the epidemiological survey statements showed a distinctly less-than-objective and data-driven organization, making it not intentional to explore the living conditions of the stream respondents and the social meanings they contained. But it is precisely this "demeaningfulness" and the uninterrupted time that makes the streams seem to remove the artificial masking and selection and present the life status, personal qualities and social issues behind the streams, bringing people a natural and realistic charm, attracting the attention and discussion of netizens. In the direction of discourse practice, netizens have adopted the types of interrogative discourse, empathic discourse, and punitive discourse to discuss the information and the people involved in the flow investigation. In addition,in the discourse expression of online public opinion,Internet users embed their social experiences, their perceptions of social life, and their associations with various kinds of knowledge into the discussion of fluxed texts, making a rich and diverse intertextual relationship between fluxed information and social experiences. In addition, netizens exerted their creativity in the discussion, and the expression of discourse showed the nature of unconventional gossip, the proliferation of passionate discourse, the significant tendency to digress, and other characteristics, and the strong impulse to innovate in the discussion. In the social practice direction, the analysis of the flow of public opinion reveals that online public opinion often challenges the order of discourse and the established social order it represents with carnivalesque discourse, such as dissatisfaction with the response and behavior of relevant departments, anxious expression of the state of social life, and condemnation of the abnormal behavior of the target of the flow of public opinion. And in this challenge re-enforces the ideal order of discourse and social order, mainly in the form of netizens’ desire for normal social life, their call for social order and morality, and their desire for an easy social life. Finally, the generation of online public opinion attracts the attention of the parties involved and relevant departments, and the parties not only exchange information and negotiate to eliminate misunderstandings and clarify facts, but also often take practical actions to make the order called for by the discourse realized or under pressure to realize, through which the discourse order tends to re-order and becomes a material force to change reality. The whole analysis clearly shows that online public opinion is not a purely discursive event;it originates and is rooted in life, and is a large-scale discursive practice carried out in response to the actual problems of social life. The original meaning of online public opinion governance is to discover the contradictions existing in social life through online public opinion and to improve social governance ability through the resolution of the contradictions.
