With the development of economy and society and the complication of educational issues,the need for innovative and academically qualified educational think tanks in China has become more and more urgent.Scholars in China have conducted a lot of researches on the possible problems faced in the process of building university educational think tanks,such as functional positioning,construction goals,talent team,results release,and organizational management.After certain achievements have been made in the construction of university education think tanks in China,the ensuing problem is the lack of comprehensive international influence.How to form a comprehensive influence and get common recognition will be a brand new issue facing the subsequent construction of university education think tanks in China.This paper takes the Harvard Center for Education Policy Research(CEPR),which has a wide influence in the field of education in the United States,as a case study to explore its influence formation path and guarantee mechanism,with a view to providing usable experience for the formation and enhancement of the influence of university education think tanks in China.Firstly,this paper summarizes the characteristics,levels,and specific ways to exert the influence of U.S.university education think tanks,and classifies the influence of U.S.university education think tanks into academic influence,policy-making influence,and social influence according to the different ways that think tanks interact with academic circles,policy makers,and the general public;secondly,on the basis of the research on the influence of U.S.university education think tanks,a special study is conducted on the influence of Harvard Center for Education Policy Research(CEPR).Second,based on the study of the influence of educational think tanks in American universities,we conduct a special case study on the influence of the Center for Education Policy Research(CEPR)at Harvard University,firstly,we explore the components of the influence of the CEPR,and then summarize the path of influence formation on this basis.CEPR’s influence formation guarantee mechanism is studied.Through the study,we conclude the experience of CEPR’s influence formation: problem-solving-oriented,upholding the principle of academic independence,maintaining close cooperation with policy makers,exploring potential policy makers,building a results management system,and emphasizing effective dissemination of results.Due to the differences between China and the U.S.policy environment,it is impossible for China to fully replicate the development path of U.S.educational think tanks,but it is necessary to create a new type of university educational think tank with Chinese characteristics on the basis of analyzing and summarizing the formation methods of U.S.top universities’ influence on higher education think tanks.Therefore,combined with the current situation in China,this paper summarizes the inspiration for the construction of the influence formation of university education think tanks in China based on the experience of the influence formation of Harvard Center for Education Policy Research(CEPR).Specifically,in terms of academic research,it is necessary to adhere to the problem-oriented principle of research and produce high-quality academic products;in terms of think tank management and development,it is necessary to improve the think tank management mechanism,establish a talent development mechanism,and broaden funding channels;in terms of the formation of decision-making influence,it is necessary to build a decision-making network,strengthen cooperation with decision-makers,educational administrative agencies and educational organizations,and provide evaluation services for their decision-making;in terms of the results In terms of effective dissemination of results,new media should be used to improve the dissemination of academic results and promote the sharing of research results among the public,which will ultimately serve education.
