In October 2020,the CPC Central Committee and the State Council issued the“Overall Plan for Deepening the Reform of Education Evaluation in the New Era”which clearly proposed to improve the result evaluation,strengthen the process evaluation,explore the value-added evaluation,improve the comprehensive evaluation,make full use of information technology,and improve the scientific,speciality and objectivity of education evaluation.Value-added evaluation,as an evaluation method that focuses on students’ starting point,attaches importance to students’ development process,emphasizes students’ value-added development in a certain stage,evaluates school effectiveness,and responds to social accountability.Its concept not only conforms to the spirit of education evaluation reform in the new era of China,but also provides technical methods for education evaluation reform in the new era of China.At present,the research and application of value-added evaluation in countries such as Britain and the United States are relatively mature,and China is relatively late.How to apply the exploration of value-added evaluation to the whole process of education and teaching in China,give full play to the unique advantages of its evaluation,better promote the development of students’ moral character,and improve the evaluation of school moral education has become a major theoretical and practical subject of education reform in the new era.As an important part of moral education in colleges and universities,the effectiveness of moral education evaluation of college students not only affects the development of students’ moral education,but also affects the overall quality of education in schools.For a long time,due to the lack of systematic and scientific evaluation system of students’ moral education in colleges and universities in China,the evaluation of college students’ moral education has become a mere formality and the evaluation efficiency has been reduced.Based on this,this study explores the construction of the value-added evaluation system of college students’ moral education from the perspective of value-added evaluation,so as to provide decision-making reference for promoting the scientific evaluation of college students’ moral education and improving the moral education work in colleges and universities.On the basis of systematically combing and summarizing relevant research,this study takes the evaluation elements proposed by the fourth generation of education evaluation theory as the dimension,integrates the value-added evaluation thought into it,compiles questionnaires and interview outlines,and investigates the current situation of college students’ moral education value-added evaluation.The survey found that the evaluation of college students’ moral education has vague evaluation concepts and abstract evaluation indicators.The evaluation content is narrow,the evaluation subject is single and non-professional,the evaluation method is instrumental,the evaluation process is fragmented,the evaluation results are utilitarian,and the evaluation management is formalized.Based on the problems in the investigation,the causes are systematically analyzed,which are mainly manifested in the lack of understanding of students’ moral education evaluation in colleges and universities.Students’ participation in the process of moral education evaluation is low,information technology has not been fully utilized in students’ moral education evaluation,and multiple values have an impact on college students’ moral education evaluation.Based on the concept of value-added evaluation and the reality of college students’ moral education evaluation,this study systematically constructs the value-added evaluation system of college students’ moral education from the perspective of establishing the values of “ evaluating people,” “ promoting development by evaluation”and differential moral education evaluation consciousness.The construction of the system follows the principles of development,individualization,scientific,systematicness,openness and continuity.The index decomposition is carried out with the individual moral education of students,the subject of moral education evaluation and the process of moral education evaluation as the first-level indicators,and the value-added evaluation index system of moral education of college students with 10second-level indicators and several third-level indicators is formed.In the weight design of the index,the index weight is designed by Delphi method and collective deliberation method.In the choice of system methods,adhere to quantitative assessment and qualitative evaluation and personality assessment and overall evaluation.In the use of results,based on the American VAS accountability mechanism,a four-step implementation path of college students ’ moral education value-added evaluation is constructed,which focuses on the starting point of students ’ moral education,the process of students ’ moral education,the analysis of students’ moral education results,and the implementation of moral education evaluation and monitoring.In the strategy of system construction,we should adhere to the innovation of the value-added evaluation system of college students ’ moral education,deepen the monitoring and adjustment of the value-added evaluation of college students’ moral education,strengthen the application of intelligent technology of college students ’ moral education evaluation and strengthen the research on the value-added evaluation of college students ’ moral education.
