Educational Evaluation not only is a new subject in 30's of the 20th century, but also an influential professional area of the 20th century. Modern education evaluation as one of the three major areas of modern education research is widespread attention. Moral education has been put on the top of the overall development of education in our country. The study of moral evaluation is a major hot spot in Chinese education sector.College students are the most active power reformations as a special colony in the society. They have great driving effects on the progress of the whole society. The quality of their moral education will directly influence the success of the socialist modernization construction career in our country.Based on the basic principle of Marxism and the guidance of scientific development and using modern education evaluation theory, combined with the actual condition of contemporary college students' moral qualities, moral education evaluation on college students in the new period is studied, the status and problems on moral evaluation on college students are deeply analyzed, and a set of construction principles of moral evaluation system for college students is proposed in a scientific and reasonable way, for objectively and accurately measuring the performance and development level of college students' ideological and moral character and fully exerting the realistic significance of moral evaluation for college students, and a set of construction principles of moral evaluation system for college students is proposed in a scientific and reasonable way.The existing studies in moral evaluation field are used to focusing on concrete evaluation criterion and indexical weight. However, they neglected the textual research for moral evaluation purpose. This paper, starting from the Angle of this, tries to display the function of moral evaluation is the essential starting point, should be closely around the basis of in the evaluation posses of doing moral education. The moral evaluation should be integrated in the evaluation, evaluation servicing for the moral evaluation, moral education insisting throughout the evaluation process, and students being the subjectivity in the processing of moral evaluation should be consisted. At last, in the principles of these, moral evaluation system for college students is constructed.
