Education is to cultivate specialized activities, and social public welfare undertakings is creative. In today’s full implementation of quality education, education work with the students for this, moral education first. Comprehensively implement the moral education of primary and secondary schools the overall construction project, comprehensively promote improvement and innovation of moral education of primary and secondary schools. The national medium and long-term education reform and development plan outline(2010-2020) for primary and secondary school moral education work puts forward a new special request, let each student physique and fatigue can healthy growth, is our country education front must insist for a long time and make unremitting efforts to achieve its goals. Teenagers are the future of our motherland and the hope of rejuvenation, is the important foundation of building a harmonious society, the school is the main position, teenagers by education to strengthen moral education of primary and secondary schools to create a comprehensive development of education environment for adolescents, promote the healthy growth of teenagers, the future society is our party and country construction strategic moves, also is our sacred duty education workers. However, specific to the practice, the education administrative departments at all levels, schools and teachers are faced with the same or different problems and difficulties. How to establish and form a scientific and standardized and fair evaluation system of moral education of primary and secondary schools is one of the important issues. This problem involves the understanding of moral evaluation function, the effectiveness of moral education evaluation and incentive, the ultimate goal of moral education assessment evaluation or the relationship between process evaluation of moral education, moral education practice evaluation, etc., the solution of these problems directly related to the considerations of school running performance and talent training quality evaluation, the function and meaning cannot be ignored.
