Driven by the wheels of economy and technology,FSSC has been applied more and more in large organizations,effectively replacing the traditional financial bookkeeping and fund management,and becoming the power to improve the financial management ability and even the operation level of the public sector.Most of the FSSC in China is still applied in large-scale group enterprises,while the application in government departments and public institutions is still in the initial stage of exploration.The public sector establishes FSSC to promote the informatization and standardization of financial management,improve the transparency of financial information,and increase revenue and reduce the operating costs of the public sector,so as to further realize the efficient operation of the public sector.In order to give full play to the efficient role of FSSC,it is necessary to formulate an accurate,effective,reasonable and fair employee performance system,fully mobilize the enthusiasm of employees,and effectively ensure the quality of business processing.From the perspective of W Education Bureau FSSC,we analyzed the employee performance of FSSC,and improved the existing employee performance research theory of the FSSC in this paper.By investigating performance appraisal system of the FSSC,we combed out the problems existing in the current employee performance appraisal mechanism.And according to the business characteristics of the FSSC,we evaluated and analyzed the reasons for the performance appraisal indexes and incentive effects.Then,redesigning the performance appraisal index system with the balanced scorecard and screening by experts,we built a set of performance appraisal index system with 4 dimensions,5 secondary indexes and17 tertiary indexes.Using hierarchy analysis,and performing a pairwise comparative analysis by the experts,we finally derived the index weights of each tier by the matrix calculation.Through the empirical examination,the performance appraisal index system of the FSSC of W County Education Bureau was effectively optimized,it provided theoretical reference for the establishment of FSSC for other public institutions and other public departments.
