Since its start in 1985,higher vocational education in China has gradually changed to a stage of improving quality and cultivating excellence,which forces continuous optimization and adjustment of higher vocational teacher training.In order to guide the standardized and orderly development of higher vocational teacher training,the Chinese government has issued a variety of higher vocational teacher training policies,thus building a gradually complete policy system for higher vocational teacher training.As the guiding text of higher vocational teacher training,the policy of higher vocational teacher training comprehensively reflects the basic elements and selected policy tools covered by the macro management of higher vocational teacher training carried out by the Chinese government.The distribution of training management elements affects the range of policy energy release,while the choice of policy tools affects the effectiveness of policy implementation.Therefore,the text study on the training policies of higher vocational teachers can provide theoretical reference for the formulation and implementation of the training policies of higher vocational teachers in the future.In this study,74 national texts of vocational teacher training policies(1985-2022)were selected as the research object.On the basis of combing out the external attributes and development history of the policies,they were placed under the two-dimensional analysis framework of "policy tools-elements of training management",and content analysis method was applied.By using Nvivo 11 qualitative analysis software to encode and classify policy text content and make statistical analysis,we can master the stage characteristics,the use of policy tools and the allocation of attention of training management elements of higher vocational teachers’ training policies.Based on the results of statistical analysis,the development characteristics of our higher vocational teachers’ training policies were reviewed from the historical perspective,and the limitations of our higher vocational teachers’ training policies in the use of policy tools and the allocation of attention of training management elements were reflected from an objective perspective,and the optimization ideas of our higher vocational teachers’ training policies in the future were put forward.It is found that our higher vocational teacher training policy has undergone three stages of development: initial exploration(1985-2001),continuous promotion(2002-2010),and deepening development(2011 till now),showing the following characteristics: policy discourse power gradually becomes independent from dependence,the hierarchical structure of the policy system is gradually formed,the policy content becomes richer and more focused on quality,and the policy tool combination structure is constantly optimized.Meanwhile,through rational reflection,it is found that the training policies of higher vocational teachers have limitations: the overall structure of the use of policy tools is unbalance,policy attention among training management elements appears differentiation,and the use of policy tools forms path dependence.In view of the above problems,combining the theory of policy tools and the practical needs of higher vocational teacher training,the optimization idea is put forward: Make full use of incentive tools to form the endogenous motivation mechanism of higher vocational teacher training;Optimize the structure of capacity building tools to promote the balance and generation of higher vocational teacher training resources;Make up for the shortcomings of higher vocational teachers’ training and realize the balanced policy supply of training management elements;Focus on flexible combination of policy tools and explore their potential application value.
