Talent training is the earliest and most fundamental function of universities.The two basic questions of "who to train" and "how to train" are the first priority of higher vocational education and the fundamental goal of higher vocational colleges..Since the establishment of higher vocational education,the training of higher vocational talents has been constantly innovated in response to the transformation of the economic structure and the development of higher vocational education.It has achieved certain achievements and has cultivated a large number of high-quality laborers and technical and technical talents for the society.Mainly benefited from the higher vocational talent training policy formulated by the party and the state.The continuous adjustment and update of policies not only point out the direction of reform for the training of higher vocational talents,but also provide a basic guarantee for the development and implementation of the training of higher vocational talents.Therefore,this research mainly takes the higher vocational education talent training policy from the reform and opening up as the research object,based on the collection,collation and comprehensive analysis of the first-hand higher vocational education talent training policy text materials,and explores the higher vocational education talent training policy since the reform and opening up.The main content of this article is to comprehensively analyze the factors that affect its changes,summarize its evolution characteristics,and reflect on the problems existing in the talent training policy on this basis,and finally put forward corresponding solutions and suggestions for improvement.This research mainly adopts text analysis method,historical research method and comparative research method,covering education history,education policy science,vocational pedagogy and other multi-disciplinary perspectives,and has carried out a macro-level inspection of the development of higher education vocational talent training policy since the reform and opening up.And micro-level analysis.This research is divided into five parts: The first part is the introduction,which introduces the reason and value of the topic,defines the relevant core concepts,and reviews the relevant literature.The second part,divides the development of higher vocational education talent training policy into three stages according to the time sequence of the reform and opening up to the present,named the initiation and exploration period(1978-1998);the forming and debugging period(1999-2011),the period of deepening development(2012-2020),summarized the background,main content and policy focus of policy promulgation in each period.the third part,discussed the factors influencing the changes in higher vocational education personnel training policy since the reform and opening up.The evolution of higher vocational talent training policies has always been inseparable from the basis provided by economic transformation,the support provided by government actions,the influence of cultural concepts,and the internal motivation to improve the higher vocational education system.The fourth part,through the analysis and interpretation of the policy text,summarizes the characteristics of the development of my country’s higher vocational education talent training policy since the reform and opening up,namely: the policy goal is to be oriented toward higher education to be oriented to employment;the policy value orientation is shifted from tool-based People-oriented;policy implementation from a single subject to multiple participation;guarantee policies are gradually standardized and improved.The fifth part,summarizes the existing problems in the current higher vocational talent training policy,reflects on its shortcomings,and proposes targeted improvement suggestions for future policy formulation and development on this basis.
