In the era of knowledge economy,the competition between countries has been transformed into a game of education and science and technology.Universities have been entrusted with the important task of scientific and technological research and talent training,and the Party and the State have elevated the status and role of education to an unprecedented height.The report of the 20 th Party Congress proposes to deepen the comprehensive reform in the field of education,improve the school management and education evaluation system,and contribute the strength of universities to build a strong education country.In accordance with the guiding ideology of the 14 th Five-Year Plan,the country is vigorously promoting the construction of a quality education system and striving to build a new evaluation system.In order to promote the balanced regional development of higher education and make up for the shortcomings of weak education in some regions,the state has increased the support of central financial resources for the reform and development of local universities,but the relevant research content still has limitations.A scientific evaluation of the performance of central special funds can enable the relevant departments to have a clear knowledge of the achievement of their policy objectives and priorities,guarantee the improvement of core competitiveness such as the construction of talent teams,the construction of key disciplines and the level of scientific research and innovation,and provide sustained financial security for the high-quality development of universities.At present,SIE university have not yet established a comprehensive and targeted evaluation system for central special funds.Therefore,this paper firstly summarizes the research contents of this topic in the academic circles at home and abroad systematically,and makes a detailed discussion after fully understanding the concepts of central special funds for universities,performance evaluation and performance evaluation of special funds for universities,and then,after understanding the current situation of performance evaluation in SIE university,finds that the central special funds for SIE university lack a unified and effective performance evaluation system,the implementation progress of project funds is slow,performance evaluation.After understanding the current situation of performance evaluation in universities,it was found that there was no unified and effective performance evaluation system for central earmarked funds in SIE university,the implementation progress of project funds was slow,there was a lack of prior and intermediate links in performance evaluation,and the application of evaluation results was insufficient.Subsequently,the projects under the central special funds were classified according to their nature and usage,and common and characteristic indicators were inductively selected to construct a set of systematic and scientific performance evaluation index system for the central special funds of SIE university,and the index weights were determined by the hierarchical analysis method.Finally,a series of highly targeted and operable safeguard measures were formulated in response to the current problems,with a view to promoting the growth of the effectiveness of the use of special funds in SIE university and providing a scientific reference for the improvement of the future development level of the construction of key disciplines.The research results of this paper can not only promote the further improvement of the performance evaluation system of central special funds in SIE university,but also provide reference for the performance evaluation of financial special funds in other universities. |
