Research On The Performance Evaluation Index System Of Special Funds For Disciplinary Construction In H University

With the rapid development of higher education,high-quality education has become more and more popular,and financial funds have become increasingly diluted.Especially with the addition of other financial fund recipients(such as medical insurance),the competition for financial funds in universities has become increasingly fierce.How to ensure that the huge investment in higher education funds can be fully and effectively used is a problem that the Chinese government and universities urgently need to pay attention to and solve.Discipline construction,as the leader of the development of colleges and universities,is the core of the construction and development of colleges and universities.The performance evaluation of the special funds for discipline construction is to test the use of funds after the investment,the input-output ratio of various resources,and the efficiency of the use of funds.Through scientific performance level inspections,it can help universities understand the efficiency and conditions of resource allocation in the use of funds.In order to improve the cost management of the special funds for discipline construction,rationally allocate resources,and improve the efficiency of running schools;the performance level inspection is also of great significance to government departments,which can help the government to carry out reasonable budget management and management of the special funds for discipline construction.Supervision,to provide reference for future education funding.However,there are still many problems in the management of special funds for discipline construction.There is no systematic index system for the performance evaluation of special funds for discipline construction in universities,and there are still great uncertainties in actual application.Based on the literature research on the performance evaluation of university financial expenditures and special funds for discipline construction,this paper refers to the discussion of the connotation and construction direction of discipline construction in the academic circles,and has some new thoughts on the performance evaluation of discipline construction,which is explained through the research of this article.In terms of content structure,first understand the scale and focus of running a school in H University,and determine the medical discipline of H University as the research object of the performance evaluation of discipline construction in this article.Then use the input-output method as the theoretical basis of indicator design,and design the performance indicator system framework according to logical analysis ideas,explore and construct the first-level indicators of input benefits,process control benefits,output benefits and social benefits from ten analysis levels.The performance evaluation index system for the construction of medical disciplines in H universities.The index system has a total of 4 first-level indicators and 25 second-level indicators,and the weights of the index system are allocated using the analytic hierarchy process.Finally,taking the special fund of the advantageous discipline of H University as an example,the fuzzy comprehensive evaluation is used to carry out a concrete empirical analysis,and it provides reflections and suggestions for the discipline construction of H University to improve the performance of the special fund.The performance evaluation index system established in this paper based on the expert investigation method and the analytic hierarchy process is reasonable and feasible.It is hoped that it can provide a reference for colleges and universities to evaluate the performance of special funds for discipline construction in the future.
