Research On The Judicial Social Work Intervention In The Service System Of Helping And Educating Juvenile Offender

With the increase in the rate of juvenile crime,the importance of assistance and education services for juveniles involved in crimes has become prominent.It is difficult to provide better services for minors only by relying on the unilateral power of the government,and it is not conducive to the reintegration of minors into society.Therefore,the importance of social organizations is highlighted.Social work organizations enter the judicial system through government purchases and cooperate with various entities in the judicial system to provide services for minors.At the same time,as an indispensable part of the judicial system for juveniles,the systematic construction of assistance and education services has also received attention from the government.Therefore,this paper conducts an in-depth study on how social workers intervene in this system,and explores how to build a help and education service system.Based on the research on the domestic and foreign help and education service system,this paper adopts the interview method and participatory observation method from the perspective of cooperative governance theory.Police officers,as well as minors involved in crimes,collect the information required for this article.In addition,the author participated in the practice of helping and teaching services through the internship in the B institution,and conducted research and analysis on the assistance and teaching cases of the B social work organization in M city,and pointed out the problems existing in the system.Lack of communication and the weak position of judicial social workers in the system.By analyzing the various subjects participating in the system,understanding their roles and functions in the assistance and education system,and the relationship between them,it proposes how to construct a criminal-related minor assistance and education service system from the perspective of cooperative governance.The basic principles of system construction are as follows: the principle of applicability,the principle of systematic ness,and the principle of continuity.Then it analyzes the cooperation mechanism among the subjects: embedded cooperation mechanism and exogenous cooperation mechanism.Then for the normal operation of the system,three mechanisms need to be established: communication and negotiation mechanism,information sharing mechanism and responsibility sharing mechanism.Through the above analysis,we can conclude the rationality and necessity of judicial social workers’ participation in the assistance and education service system for minors involved in crimes.Put forward suggestions for improving the service system: improve the operation mechanism of the service system,strengthen the communication and cooperation of various subjects in the system,communicate and exchange the progress of cases and services in a timely manner,and ensure the normal operation of the system;improve the process of helping and teaching,and do a good job in each process The connection between them will promote the smooth progress of the assistance and education services;improve the corresponding laws and regulations,formulate targeted systems for the special group of minors involved in crimes,and have clear regulations on the qualifications of judicial social workers,so that the service system can be improved.more professional.It is a general trend for judicial social workers to intervene in the assistance and education service system for minors involved in crimes.Although the supporting system is not perfect to a certain extent,it is slowly explored in practice,and the experience of various countries is used to reflect and summarize,so as to break through the obstacles of the imperfect help and education service system in our country,and realize the continuous innovation of the help and education service system.
