| Public welfare social sports instructors are an important part of the national fitness public service system and the core strength of the national fitness voluntary service system.With the development of economy and society,the cause of social sports instructor has achieved remarkable results,but it is also faced with the challenge that it is difficult to meet the growing needs of the masses of people for diversified scientific fitness guidance.The "14th Five-Year Plan" period is the key period for the high-quality development of national fitness in Tianjin and the construction of a new development pattern.Accelerating the transformation and development of social sports instructor work in Tianjin is the requirement for the in-depth implementation of healthy China,sports power and national fitness strategy,and the requirement for promoting the development of mass sports undertakings and the comprehensive construction of a modern socialist metropolis in Tianjin during the "14th Five-Year Plan" period.By using the method of literature,interview,logical analysis and field investigation,this paper combs and analyzes the construction of the team of social sports instructors at home and abroad from five aspects: organization and management,recruitment,training,examination and approval,voluntary service,guarantee and incentive,and cultural publicity.The construction and development of social sports instructor team in Tianjin were investigated and analyzed,and the countermeasures were put forward.The results are as follows:The team of social sports instructors in Tianjin is growing,but there are still some problems in the aspect of organization and management,such as the imperfect management system of socialized organizations and the need to improve the self-serving and self-management mechanism of instructors.In terms of recruitment,training and approval,the source channels of talents need to be further expanded,and the training methods still need to be innovative.In terms of voluntary service,it is necessary to further strengthen the construction of long-term mechanism price,strengthen the construction of voluntary service platform and the establishment of voluntary service projects,and build the brand of voluntary service.It is necessary to strengthen the job security of instructors and improve the incentive mechanism.In the aspect of cultural publicity,it is necessary to further strengthen the publicity of the instructor team and improve the construction of information platform.Drawing on domestic and foreign experience in the construction of social sports instructor team,this paper puts forward countermeasures for the construction and development of social sports instructor team in Tianjin during the "14th Five-Year Plan" period:(1)Improve the organizational management system of the instructor team: further complete the planning and system construction of the instructor team;Strengthen the self-construction of the association of social sports instructors,strengthen the close cooperation with various social organizations;Strengthen the construction of grassroots organizations and set up platforms for instructors to carry out their work.(2)Optimize the recruitment,training and approval system of instructors to build a high-quality team: broaden the source of instructors and optimize the structure of instructors;Optimize the content and form of instructor training and strengthen continuing training;Strengthen the digital intelligent management of work,optimize the work flow to improve the quality and efficiency.(3)Establish a long-term mechanism for instructor volunteer service,build a platform to build a brand of volunteer service: strengthen the top-level planning,and constantly improve the construction of long-term mechanism for instructor volunteer service;Build the instructor volunteer service platform and build the instructor national fitness volunteer service brand;Increase government investment,strengthen the team of instructors to undertake voluntary national fitness services.(4)Improve the incentive mechanism of instructors,accelerate the accumulation of high-quality instructors,increase financial support,and develop intangible assets;Strengthen instructor self-management,enhance work enthusiasm;Formulate and implement the instructor volunteer service records and evaluation methods,improve the incentive mechanism;Explore job subsidies and improve the job security of instructors;According to the characteristics of different groups of instructors,further improve the reward and incentive system.(5)Strengthen the cultural publicity of the instructor team and accelerate the construction of information platform: increase the publicity of the instructor team and promote the spirit of national fitness volunteer service;Promote the construction of information platform,promote the digital intelligent development of instructor work. |
