| In 1997,the "Opinions on Strengthening Urban Community Sports Work"(hereinafter referred to as the "Opinions")jointly promulgated by the former National Sports Commission and other four departments defined the concept of community sports for the first time,making community sports embark on the road of legalization.Since the reform and opening up,the urbanization process of the country has accelerated.The CPC Central Committee has raised the national strategy of fitness for the whole people and strengthening the country through sports.Community sports are an important part of the mass sports cause.Promoting its high-quality development is a feasible way to achieve the overall goal of fitness for the whole people.After the promulgation of the "Opinions",my country has promulgated a large number of policy documents on community sports,covering a wide range of fields and covering a wide range.In addition to the State Council,the State Sports General Administration and other state organs,the main bodies of the promulgation are various provincial and municipal local governments and local governments.agency unit.National policies need to be guided and implemented by local governments,and the progress of local governments’ implementation will also affect the overall development progress of community sports.Since the development goals of community sports in different stages of the country and even each region have been changing,the implementation of policies in different regions is different.Therefore,adjusting and improving local government community sports policies is the primary task to promote the high-quality development of community sports in various regions.Based on the above situation,the author hopes to conduct quantitative research on the community sports policies issued by local governments,and find out the internal logic and characteristics of the policies through the analysis of the policy texts,hoping to provide inspiration for the development of community sports practice.This study took the community sports-related normative documents promulgated by local governments to implement national policies as the research object,and screened out those that were invalid and did not meet the research conditions,and finally selected 469 valid sample documents.Through the analysis of the number of documents issued at different stages,the main body of documents,the characteristics of policy changes,policy issues and focus points,on the basis of in-depth understanding of the policy content,the quantitative characteristics of local government community sports policies are summarized.The main conclusions and recommendations are as follows:(1)The development of community sports in China can be divided into three stages: the germination stage from 1997 to 2014,the state formulated and promulgated a large number of community sports policies,but the number of relevant policies issued by various provinces and cities is relatively small,and the provinces and cities with better economic conditions pay more attention to it.The basis and system for the development of community sports,provinces and cities with poor conditions are slow to implement the policy content,and the development of community sports lags behind.;In the relatively complete stage of development from 2015 to 2017,the "13th Five-Year Plan" issued by the state and the "Opinions" on the policy to promote sports consumption have more detailed elaboration and guidance on the development of community sports,which has prompted various provinces and cities to frequently and a large number of sports.Promulgate relevant policies;in the independent improvement and strengthening stage from 2018 to 2021,each locality will further improve and strengthen the content of community sports policies according to the current situation of community sports development and local economic conditions.The overall number of published documents shows the characteristics of more in the second stage and less at both ends.(2)The main body of the documents is the people’s governments at the provincial and municipal(district)levels,accounting for more than 50% of the total number of documents issued.The number of joint documents is relatively small,and the policy content lacks instructions for communication and coordination among various departments at the executive level.If the implementation is not in place,it will affect the development of community sports work.Therefore,the local government should emphasize the implementation requirements in the policy content,strengthen the coordination and communication of various departments,and ensure that the policy tasks are implemented at the grassroots level.The content related to the development of community sports in various provinces and cities is mostly mentioned in the local mass sports and national fitness policies,and building an independent policy system is more conducive to the development of community sports work.Therefore,local governments should formulate more policies with the theme of community sports..(3)Through the cluster analysis and focus point analysis of policies at different development stages,it can be found that the development goals and work content of community sports in various provinces and cities change with time,and the focus points in different periods are different,which shows that community sports The system is constantly evolving.However,it is not difficult to see from the analysis of the number of documents issued by the four major economic zones that economic conditions have a certain impact on the number of documents issued by community sports policies.(4)There is a lack of public participation in the formulation of local government community sports policies.The public is the ultimate beneficiary of community sports policies.Adding public feedback channels will help increase the enthusiasm of the masses to participate,and help the government to formulate policies with the goal of meeting the needs of the masses..The public’s evaluation of policies is the most direct and accurate.On this basis,policies can be revised and improved,which can maximize the interests of the public while ensuring the scientific rationality of policies.All localities should also promote the openness of the whole process of community sports policy formulation,so that the public can supervise the government and improve the public’s trust in the government and decision-making departments. |
