In recent years,the "demographic dividend" that is about to disappear in our country and the requirements for high-quality economic development have forced talents to become one of the most critical elements of our country’s current development and one of the hottest resources.At the local level,under the dual pressure of industrial transformation and upgrading and the reduction of labor supply,attracting and retaining talents has become the key to a city’s core competitiveness.At present,all large and small cities in our country have generally increased their emphasis on talents,and governments at all levels have proposed the introduction and cultivation of talents as an important starting point for economic development.At present,the main policy means of local government talent competition in my country are multi-channel funding subsidies,differentiated settlement policies,and the setting of supporting software,which show the mutual exclusion of competition among various localities,the bias of policies towards material incentives,and the inclination of preferential policies..Through combing and municipal analysis of the talent competition policies of various local governments in my country,it is found that the policy input does not match the local reality,the applicability and professional matching of the introduced talents are not strong,the talent evaluation mechanism is unreasonable,and the efficiency of talent conversion economic results is low.,Such as the backwardness of urban supporting public services,disorderly competition and unbalanced regional development are caused by the lack of science in policy formulation,excessive focus on short-term benefits,lack of a reasonable indicator system for talent development,and the role of employers and talent platforms.Absence,lack of coordination among various government departments,and differences in the strength of cities in various regions.The "Haihe Talents" action plan has achieved remarkable results in the two years since its implementation.The highlights and experiences in its policy formulation and implementation have given some enlightenment to the optimization of my country’s local government talent competition policy.The talent competition policy of my country’s local governments should be optimized and improved from the aspects of formulating differentiated policies according to local conditions,optimizing the talent development environment,establishing a reasonable talent evaluation mechanism,optimizing the working mechanism of the main body of talent use,and optimizing the talent introduction service system.
