| Under the background of deepening the reform in an all-round way and promoting the modernization of the national governance system and the governing ability,a scientific and reasonable performance appraisal system and the corresponding information management system are of great significance for strengthening the construction of government sectors and promoting the transformation of government functions.This thesis mainly takes the performance appraisal management information system of Xinyang Local Taxation Bureau as the research object,tries to establish the standard performance management work procedure and the operating mechanism in the overall situation,and promote the sustained,healthy and stable development of the tax collection work relying on the performance management system.Based on the modern performance management system,this thesis designs and develops a local tax performance appraisal management system based on cloud Web service.This Web system supports different kinds of performance appraisal methods,such as Balanced Score Calculation(BSC),Key Performance Index(KPI),Management by Objectives(MBO)and 360-degree appraisal method.It enables performance managers to evaluate the performance of institutions or employees from multiple dimensions.The performance appraisal system is mainly designed for five types of users,namely,system administrators,performance appraisal working groups,sub-units and in-service personnel to be assessed.By classifying and managing its users,the authority of them and the security of the system are guaranteed.In the last section,the Web system is developed and implemented according to the Model,View and Controller,and the Nginx reverse proxy and u WSGI server are adopted to deploy the whole solution to the Ali cloud ECS elastic computing resource.Test results showed that the system realizes the basic functions correctly and supports the concurrency number more than 200 QPS,with the access delay of less than 4s.This thesis holds that,by combining the Web Internet management technology with the daily management of the local tax system,the performance management indicators can be combined and adjusted by the performance management department according to the practical situation.The performance evaluation of employees and unit sectors can also become more targeted,which greatly promotes the improvement of the ability of tax administration in local tax system. |
