Cadre personnel archives are historical materials formed by relevant departments such as party committees(party groups)and organizational personnel at all levels in terms of party organization construction,cadre personnel management,and talent services.It is the main basis for evaluating and utilizing cadres well,ensuring the legitimate rights and interests of cadres and talents,and is an important content of China’s social credit system.It is an important governing resource of our party,with characteristics of political,contemporary,historical,and comprehensive nature.With the information construction of cadre personnel archives by the Organization Department and the Human Resources and Social Security Department of the Communist Party of China,academic research on cadre personnel archives has also been continuously improved.However,there is relatively little research on the policy sorting of cadre personnel archives,and there is currently no research content on quantitative analysis of policy texts using policy tools.This article sorts out 87 cadre personnel files and related policy texts released by the central government in China since the reform and opening up.Using the classification methods of Roy Rothwell and Walter Zegveld policy tools,and referencing the theoretical framework of this policy tool,the content of 87 policy texts is classified and integrated based on their content attributes,with clauses as the unit and Nvivo 12 qualitative analysis software as the carrier.Through sorting,a total of 346 articles were marked,including 70 supply based policy tools,230 environmental policy tools,and 46 demand based policy tools.And the analysis results of policy tools will be sorted out again from the perspectives of institutional norms,organizational structures,and content guarantee,forming a two-dimensional distribution statistical chart,which can intuitively form the distribution of existing cadre personnel file policies in China.Based on this,it is proposed that at the level of institutional norms,attention should be paid to improving political standing,improving work standards,and improving supervision mechanisms.At the organizational level,organizational authority should be established,team building should be strengthened,and utilization platforms should be established.At the level of content guarantee,an exploration of the optimization path for cadre personnel archives work in China in the new era should be proposed from aspects such as ensuring the authenticity of archive content and strengthening the basis for cadre assessment.
