Construction And Empirical Research Of Urban Emergency Intelligence Work Capability Evaluation Mode

We are now living in a risky society.Frequent and large-scale emergencies have brought heavy casualties and economic losses to human society,destroyed the natural and cultural environment,and caused a series of unimaginable consequences such as social unrest.As a place with highly dense population,traffic,construction and other factors,the city has more frequent emergencies and more enormous disasters.In recent years,various types of emergencies occurred frequently in our country,which made emergency management an unprecedented challenge,and corresponding emergency information work also has many problems and deficiencies.The emergency information system of urban emergency management,based on information technology,collects emergency information information about emergencies,selects the information effectively used in decision-making schemes as indicators for empowerment and builds evaluation models.The purpose is to monitor and warn the danger signals before the occurrence of emergencies in advance,or to provide decision-making basis for emergency treatment and rescue work after the occurrence of emergencies,so as to avoid or reduce the negative impact of disasters on human society.Therefore,the contents of this study are as follows: First,by reviewing a large number of literatures,the research status of urban emergency intelligence capability assessment at home and abroad is summarized,and the concepts and theories related to this study are clarified.Secondly,the relationship between elements of urban emergency information work ability is analyzed and summarized.Based on literature review,a set of evaluation index system framework conforming to emergency information work ability is constructed.Ahp is used to determine the index weight of urban emergency information work ability,and fuzzy comprehensive evaluation method is used to construct the evaluation model.At the same time,five Chinese super large cities are selected for ability evaluation and empirical analysis.Through the horizontal comparison of the evaluation results of five super large cities,it is concluded that the ability of Chinese emergency information work should be improved from the four aspects of emergency information situation awareness,expert team construction,urban emergency information work coordination and think tanks’ ability in emergency information work.
