Difficulties And Solutions Of Single-set System Management Of Electronic Archives

With the continuous progress of information technology,the process of archives informatization has been accelerated,and electronic documents have increased significantly.In particular,affected by the COVID-19,more and more electronic documents have voucher value and preservation significance.Under the dual system management,the uniqueness and security of electronic archives vouchers have been questioned,affecting the construction of archives informatization and posing new challenges to archives management.In January,2021,the newly revised Archives Law of the People’s Republic of China was formally implemented,which stipulates that "electronic archives and traditional carrier archives have the same effect".In June of the same year,the "fourteenth five year plan" for the development of National Archives required to promote the single set filing of electronic documents of Party and government organs and other business systems,and the single set management of electronic archives was strongly supported by policies.Moreover,the single system itself has the advantages of reducing material costs,standardizing file management and promoting information sharing and utilization.In addition,the continuous pilot work has accumulated rich practical experience,which provides a driving force for the implementation of the single system.The single system management is more in line with the new requirements of the information age for file work.However,at present,the single system of electronic archives management is still facing difficulties such as weak implementation and poor implementation effect.Therefore,this paper focuses on the current situation of the single set management of electronic archives,analyzes the obstacles from the theoretical and practical exploration at home and abroad,and summarizes the improvement strategies accordingly,so as to provide reference for the implementation of the single set management of electronic archives in China.Firstly,this paper uses the methods of network investigation and telephone interview to investigate 30 pilot units participating in the single set archiving of electronic documents and the single set management of electronic archives,analyze the law of the development of the single set system,and focus on the development of the single set management of electronic archives for 10 of them that have passed the acceptance,focusing on the aspects of technical system,standards and specifications,basic guarantee and the situation of single set receiving electronic archives.Subsequently,through on-the-spot visits to grass-roots units,interviews with front-line staff and main principals,we directly learned about the file management work in the vast area.It is concluded that the current single set system management of electronic archives has some obstacles,such as the top-level design needs to be improved,the development of informatization is quite different,the business process needs to be completed,the multi head management cooperation is difficult,and the sharing and utilization effect is poor.On this basis,it is proposed that we should strengthen policy guidance,update the concept of archives management,pay attention to the construction of elements such as talents,funds and digital archives resources,promote collaborative management,effectively connect all links of single system management,so as to expand the application scope of single system,improve the application effect of single system,and promote the process of single system management of electronic archives.
