This article is about innovation on mortgage loan model of rural land management right.The mortgage and guarantee rights of land contract management right was given in the third plenary session of the 18 th central committee of the communist party of china for innovating rural financing methods and revitalizing rural land assets.Under the guidance of the national policy,regional financial institutions has carried on the beneficial exploration on mortgage loan model of rural land management right.The pilot of mortgage loan of rural land management right has made remarkable achievements,and also had some shortcomings.It is necessary to breakthrough and innovate current mortgage loan model of rural land management right.Based on current mortgage loan model of rural land management right,this paper use the theoretical analysis,normative analysis and empirical analysis to quantitative current mortgage loan model building of rural land management right.This paper analyzes the pilot situation of the mortgage loan of rural land management right in china,puts forward that the current model still has the following problems,such as the difficulty of the collateral disposal,the imperfect supporting mechanism,and the lack of effective risk-sharing mechanism.Using AHP concluded that compared with other elements,supporting system and the policy and law environment in the process of building mortgage loan model of rural land management right play a bigger role,the establishment of lost territory security system,the improvement of the coordination degree of the local policies and relevant laws and regulations,risk control,the introduction of the guarantees and insurance mechanism,loan recovery and disposal of default is priority measures in model building.Using multi-objective nonlinear model to further demonstrate the mortgage loan model of rural land management right with collateral disposal and multiple risk-sharing mechanism has more market efficiency which is verified by questionnaire data of farmers who apply for the loan.On the basis of basic national conditions,strictly following the principle of mortgage loan of rural land management right,taking full advantage of rural infrastructure,focusing on mortgage disposal,risk control and protection of farmers’ interests,and proposing innovative solutions to the pilot shortcomings.On this basis,puts forward a new model with collateral disposal mechanism and multiple risk-sharing mechanism,in order to provide reference for mode selection of the pilot of mortgage loan of rural land management right,promoting comprehensive popularization of mortgage loan of rural land management right.The new model accurately targets customer base,introduce the guarantees and insurance mechanism,innovates risk sharing mechanism and default disposal mechanism,sets up lost territory security system.At the same time,this paper puts forward the applicable standard for the promotion of new model.
