As a special group formed since China’s reform and opening up,agricultural transfer population has made great contributions to the development of urbanization,but it can not enjoy the same public services as the citizens,which is not conducive to the transfer of agricultural surplus population and urban-rural integration,but also contrary to the development concept of new urbanization.As the foundation and important pillar of national governance,finance plays an irreplaceable role in promoting the citizenization of agricultural transfer population.How to accurately calculate the financial support cost of the citizenization of the agricultural transfer population is of great significance to improve the financial support policy of the citizenization of the agricultural transfer population,continuously and steadily play the role of Finance in the governance of urban-rural relations,and promote the new urbanization with "people-oriented".This paper is based on the theory of equalization of basic public services,public goods,fiscal decentralization and holistic governance.By analyzing the current situation of Chengdu’s financial support for the citizenization of agricultural transfer population,it is found that the development level of Citizenization in Chengdu is generally good,but it is not very optimistic.To further promote the level of Citizenization in Chengdu,it is necessary to clarify the financial support cost of citizenization.Therefore,this paper uses the classified aggregation model to calculate the per capita financial support cost and the total financial support cost of the citizenization of the agricultural transfer population in Chengdu,and further calculates the long-term financial support cost to reflect the increment of the financial support cost caused by the lifelong needs of the urbanization of each additional unit of agricultural transfer population;calculates the current financial support cost This is used to reflect the actual financial expenditure that the government needs to bear every year to promote the citizenization.The results show that: the long-term per capita financial support cost of urbanization of agricultural transfer population in Chengdu is 415700 yuan,and the current per capita financial support cost is 10300 yuan;according to the total amount of agricultural transfer population in 2019,the long-term financial support cost of urbanization of all agricultural transfer population is 1228.929 billion yuan,and the current total financial support cost is 30539 million yuan.In order to more objectively and accurately reflect the financial pressure of Chengdu municipal government to promote the citizenization,the current financial support cost and general public budget revenue in 2020-2025 are predicted by using the grey model.Through the matching analysis,it is found that the annual additional financial expenditure required by Chengdu municipal government to promote the citizenization accounts for about 20% of the general public budget revenue in that year.Combined with the analysis of the current situation of financial support for citizenization and the calculation results of financial support cost,this paper holds that there are three problems in Chengdu’s financial support for Citizenization: 1.The policies and measures of Chengdu’s financial support for citizenization are not perfect;2.Citizenization is facing greater financial pressure;3.The constraints of the current financial system on citizenization.Based on this,this paper suggests that Chengdu municipal government should start from the following three aspects to further promote the development level of the citizenization of agricultural transfer population: 1.Integration function: targeted promotion of the citizenization of agricultural transfer population;2.Integration Government: building an integrated government;3.Integration Society: promoting political and social cooperation.
