Research On The Optimization Of Industrial Policy In Chongzhou From The Perspective Of Policy Instruments

In recent years,the industrial policies implemented by Chongzhou have promoted the development of industrial economy to a certain extent,but the effect is not good in promoting industrial transformation and upgrading and sustainable economic development,the city’s industrial development still faces many difficulties: The secondary industry is mainly labor-intensive and capital-intensive,and weak in independent innovation ability,and mostly at the low end of the value chain,the added value of the product is low at the same time.The third industry lack increasing power,the development of tourism lacks highlights,and the development of productive service industry is seriously lagging behind.In 2017,Chongzhou is included in the "Western Controlled" area,development intensity and industry categories is strictly restricted.All this puts forward new requirements for the implementation of Chongzhou’s industrial policy.Chongzhou Municipal Government plays more of a dominant role in the process of industrial development.Through the implementation of industrial policies,the government formulates industrial plans,provides various preferential conditions for investment promotion,and is supplemented by policies such as improving infrastructure construction and strengthening public service levels,so as to achieve the purpose of promoting industrial development and driving the rapid economic development.The city’s industrial policy implementation process has the following problems: The relevance of Policy objectives and policy instruments are blurred,and the government lacks of attention to technological innovation and sustainable development,the use of policy instruments is not coordinated enough,policy instruments is not well matched with the industry value chain at the same time,there is still room for improvement.Therefore it is a question worth exploring that how Chongzhou can better put industrial policy to work,and effectively promote the development of industrial economy.This thesis takes the industrial policies implemented in Chongzhou as the research object,basing on the perspective of policy instruments,conducts a textual analysis of the industrial policies implemented by the city from three dimensions:policy objectives,policy instruments and industrial value chain,and puts forward policy optimization suggestions.The first chapter mainly describes the research background,purpose,significance,literature review,ideas and methods,and possible innovations and deficiencies.The second chapter firstly defines the concept of industrial policies and policy instruments,then expounds theoretically the industry selection criteria,policy instrument theory and service-oriented government theory.The third chapter firstly sorts out and summarizes the industrial development situation of Chongzhou,secondly,taking "Policy Objectives-Policy Instruments-Industrial Value Chain" as the basic analysis framework,performs textual quantitative analysis of the city’s industrial policies.The fourth Chapter summarizes three main problems in the implementation of Chongzhou’s industrial policy through the textual analysis of the previous article: The first is the lack of systemicity of policy objectives.On the one hand,the relationship between policy objectives and policy instruments is vague.And on the other hand,policy objectives focus on short-term growth rather than long-term development.The second is the use of policy instruments is not coordinated enough,which is reflected in the insufficient marketization of policy instruments and the lack of an organic combination of the use of policy instruments.The third is the poor matching between policy instruments and the industrial value chain,which is mainfested in two aspects: the concentration of policy instruments in the middle links of the industrial value chain and the lack of rationality of using policy instruments in the R&D and sales stages.The fifth chapter proposes suggestions from the following three aspects: Firstly,enhance the systemicity of industrial policy objectives,which can be achieved by strengthening the relevance of policy objectives and policy instruments,and strengthening the guidance of policy objectives to the quality of industrial development.Secondly,coordinate and cooperate with the use of industrial policy instruments,which mainly through improving the degree of marketization of policy instruments,and the organic combination use of various policy instruments to achieve.Thirdly,improve the matching degree between policy instruments and the industrial value chain,by strengthening the use of policy instruments in higher value-added links and optimizing the use of policy instruments in the process of the indust rial chain to achieve.In the process of implementing industrial policies,Chongzhou should clarify its’ own positioning,transform government functions,and accelerate the transition to a service-oriented government.The policy implementation process should be improved,try to avoid being affected by factors that are not conducive to policy implementation,and coordinate the use of policy instruments to improve policy implementation methods.Full attention should be paid to the relevance of policy objectives and policy instruments,and guarantee that policy objectives are systematic,and policy instruments always serve the realization of policy objectives.Full attention should be paid to the establishment of policy objectives,to ensure that the setting of policy objectives is systematic,and to ensure that policies are practical and feasible.Improve the matching degree between policy instruments and the industrial value chain,and ensure that policy instruments play a role in the entire process of industrial development.
