As a low-carbon pilot city,Qingdao City shoulders the responsibility of energy conservation and emission reduction.Exploring the industrial structure of Qingdao,we find the industrial industry has always occupied a large proportion,and the industrial energy consumption has remained high.To achieve the goal of energy conservation and emission reduction in Qingdao,the most important thing is to achieve energy conservation and emission reduction in the industrial sector.Under the current national conditions,to achieve the goal of energy conservation and emission reduction requires the government's macro-control,that is,the promulgation of low-carbon development policies that restrict industrial enterprises.Therefore,we must make a reasonable and objective evaluation of these policies to explore their energy-saving and emission-reduction effects,then we can provide guidance for the government's next policy design work,and further promote the improvement of industrial low-carbon development policy systems,and help Qingdao to complete Energy-saving and emission reduction targets more quickly and effectively.This article first introduces the current situation of industrial low-carbon development in Qingdao and lists the achievements made by low-carbon industrial development in Qingdao and the problems that still exist.It summarizes the industrial low-carbon development policies during the "Eleventh Five-Year" and "Twelfth Five-Year" periods in Qingdao,and sorts them out according to administrative policies and market policies,then we get the hierarchical classification map of Qingdao's industrial low-carbon development policies and then sums up the process of Qingdao's industrial low-carbon development policy evolution.Then,the core policies and targeted policies of the policy group during the "Eleventh Five-Year Plan" and "Twelfth Five-Year Plan" period will be evaluated.According to the size of energy consumption,we select eleven major energy-consuming industries:agricultural and non-staple food processing industry,Petroleum processing,coking and nuclear fuel processing industry,chemical raw materials and chemistry industry,rubber and plastic products industry,ferrous metal smelting and rolling processing industry,power heating production and supply industry,general equipment manufacturing industry,metal products industry,gas production and supply industry,non-metallic mineral products industry,electrical machinery industry.We use the contrast method and construct the grey forecasting GM(1,1)model to calculate the energy savings and emission reductions of above-scale industries and sub-sectors after the policy was promulgated.The results of the study show that the energy consumption of units value of above-scale industries is 1.311 10,000 tons of standard coal per 100 million yuan in2010,which is a drop of about 44.4%from the energy consumption of units value in 2005(2.358 10,000 tons of standard coal per 100 million yuan),Qingdao achieves energy saving and emission reduction target;During the 12th Five-Year Plan period,the intensity of energy consumption and the intensity of carbon emission intensity continue to decrease.We discovers that its implementation effect in different industries is not the same by evaluating the<Prohibition of the Sale and Use of Low-quality Coal>:gas production and supply industry achieves1.44 10,000 tons of standard coal per 100 million yuan energy savings and 3.99 10,000 tons of carbon dioxide emission reductions,which show the policy effect is great;chemical raw materials and chemistry industry achieves 0.110,000 tons of standard coal per 100 million yuan energy savings and 0.19 10,000 tons of carbon dioxide emission reductions,electrical machinery industry achieves0.08 10,000 tons of standard coal per 100 million yuan energy savings and0.21 10,000 tons of carbon dioxide emission reductions,power heating production and supply industry achieves-1.0210,000 tons of standard coal per 100 million yuan energy savings and-6.41 10,000 tons of carbon dioxide emission reductions,which show the policy has no effect on these three industries.Taking the<Qingdao City 2013 Energy Conservation Supervision Work Implementation Plan>as the object of evaluation,the results show that:power heating production and supply industry achieves 5.98 10,000 tons of standard coal per 100 million yuan energy savings and 17.88 10,000 tons of carbon dioxide emission reductions,which show the policy effect is general;Petroleum processing,coking and nuclear fuel processing industry achieves 0.84 10,000 tons of standard coal per 100 million yuan energy savings and 2.01 10,000 tons of carbon dioxide emission reductions,which show the policy effect is general;ferrous metal smelting and rolling processing industry achieves-0.19 10,000 tons of standard coal per 100 million yuan energy savings and-1.18 10,000 tons of carbon dioxide emission reductions,which show the policy has no effect on this industry.Finally,based on the Qingdao's industrial low-carbon development policy system and policy evaluation results,we propose the optimization proposals for industrial low-carbon development policies in Qingdao:formulating targeted policies for industrial sub-sectors,raising coal and fuel quality standards,promoting the use of renewable energy,enriching carbon trading policies,promoting market-based measures,promoting scientific and technological innovation,increasing energy efficiency,improving the operability of policies,Vigorously developing environmentally friendly high-tech industries,strengthening policy advocacy,and increasing public awareness of energy conservation and emission reduction.
