The current international epidemic situation and the world economic situation are severe and complex.The spread of the epidemic and economic and social relations are in a networked relationship,that influence and restrict each other.Based on this background,the paper proposes three research hypotheses based on the three theories of urban network theory,network embeddedness theory,and system theory.And deconstructs the multi-layer embedded network of the Guangdong-Hong Kong-Macao Greater Bay Area by constructing a framework of "government cooperation-transportation connection-population mobility" spatial structure characteristics.Then,analyzes the role and position of each city in the process of coordinated development of the Greater Bay Area,to explore a new perspective to promote regional coordinated development.The results show that: Firstly,the government cooperation network showed a balanced development trend,and the integration effect of "Guangzhou-Foshan-Zhaoqin" and "Shenzhen-Dongguan-Huizhou" was prominent.The transportation network showed a multi-center linkage development trend.The population network formed a stable "core-semi-peripheral-peripheral" structure.Secondly,the research on the heterogeneity of the network structure found that the overall population network developed firstiy and reached a saturated state,the government network followed closely,and the development of the transportation network was relatively lagging.There was only a partial network "Shenzhen-Dongguan" is in the same subgroup at the three-level subgroup level,and other cities have different degrees of lead or lag on different network subgroups,and the performance of each city node on different levels of individual networks is different.Thirdly,the degree of multi-layer embedded network coupling and coordination is on the rise but the spatial differences are large.Most cities are in a primary coupling and coordination state.The construction of high-speed rail networks basically caters to the needs of government cooperation and population mobility,and has played a role in promoting overall synergy.Finally,the evolution process of the collaborative development of multi-layer embedded networks is gradual and self-stable,and is affected by multiple factors such as regional economic conditions,social development levels,industrial structure balance and development,endogenous development capabilities,government scale,and high-speed rail development potential.Therefore,it is necessary to further improve the development level of the government network and transportation network to meet the needs of labor and other economic resources in the region.Break through the administrative barriers to establish a mechanism for discussing,discussing,building,sharing and strengthening the internal coordination of the sub-group economic circle.Precise control the development position of the city in the multi-layer network should be adapted to local conditions,and the coordinated development of the city should be planned in the short,medium and long term.
