Research On The Mechanism Of Innovation And Entrepreneurship Enabling High-quality Development Of Regional Econom

At present,China’s economic development has entered a stage of high-quality development,and the development momentum has shifted from mainly relying on factor input to innovation-driven,while promoting mass entrepreneurship and innovation,stimulating the vitality of innovation and entrepreneurship,has become an important measure and fundamental driving force for high-quality economic development.The outline of the "14th Five-Year Plan" points out: with the theme of promoting high-quality development and innovation and entrepreneurship as the fundamental driving force,we will meet the people’s growing needs for a better life.At present,the academic community pays very little attention to how innovation and entrepreneurship can promote high-quality economic development,resulting in a lack of theoretical guidance in practice.In this context,taking innovation and entrepreneurship as the fundamental driving force,it is of great theoretical significance and urgent practical significance to study the mechanism of its high-quality economic development.On the basis of combing the relevant literature,this paper places innovation and entrepreneurship and high-quality economic development under a unified framework,introduces the regulatory variable of business environment,and analyzes the mechanism of innovation and entrepreneurship to empower high-quality economic development.Then,the index system is constructed,and the entropy method is used to measure and evaluate the level of innovation and entrepreneurship and the level of high-quality economic development in 30 provinces in China.In addition,by constructing a benchmark regression model and a moderating effect model,the path of innovation and entrepreneurship enabling high-quality economic development and the regulatory effect of the business environment are tested,and the endogenous test is carried out by sub-sample regression and GMM estimation,and the robustness test is carried out by tail reduction treatment and the re-running principal component analysis of innovation and entrepreneurship.Finally,this paper puts forward policy suggestions for innovation and entrepreneurship to empower high-quality economic development.The research of this paper draws the following conclusions: First,the overall level of innovation and entrepreneurship development shows an upward trend,but the regional differentiation is obvious,the level and growth rate of innovation and entrepreneurship in the eastern region are higher than in the central and western regions,6 provinces such as Guangxi have large fluctuations,11 provinces such as Guizhou have less fluctuations,and 13 provinces such as Beijing have stable fluctuations.Among them,Guangdong is in the first place,Guangxi has the largest positive fluctuations,and Chongqing has the largest negative fluctuations.Second,as far as the level of high-quality economic development is concerned,the level of development at the national and regional levels shows a fluctuating upward trend,and it declines sequentially according to the order of the eastern,central and western regions,of which the eastern region has obvious advantages,Beijing has the highest level of high-quality economic development,and Guizhou has the largest and most unstable index fluctuations.Third,innovation and entrepreneurship are positively promoting high-quality economic development by promoting economic structure,economic efficiency,economic scale,and economic effectiveness,but the role of economic structure and efficiency still needs to be further tapped.There is regional heterogeneity in the empowerment of innovation and entrepreneurship for high-quality development,of which the eastern region has the most prominent effect.Fourth,the business environment positively regulates the relationship between innovation and entrepreneurship and high-quality economic development and its various dimensions,and for every unit of the business environment level,the role of innovation and entrepreneurship in promoting high-quality economic development is increased by 0.051 units,and the role of innovation and entrepreneurship in promoting economic structure,economic efficiency,economic scale and economic effectiveness is increased by 0.013,0.004,0.011 and 0.020 units,respectively.Based on the above research conclusions,combined with the current situation of innovation and entrepreneurship and high-quality economic development in China,this paper puts forward the following policy suggestions: optimize the innovation and entrepreneurship ecosystem,strengthen the construction of the "hard environment";strengthen the team of high-quality and high-quality innovative and entrepreneurial talents;increase government support and improve the ability to produce results;increase the supply of multi-channel capital to alleviate capital pressure;and promote the coordinated development of innovation and entrepreneurship according to local conditions.
