The world today is undergoing epoch-making and historic changes.The impact of COVID-19 on the global economy is extensive and far-reaching.The uncertainty of the external environment has become normal.After many reforms,the domestic economy has entered a stage of high quality development.SS group is a famous large-scale commercial diversified state-owned group enterprise in D province.It is a large-scale state-owned enterprise established by the overall transformation of the Department of Commerce of D province at the end of 1992.Through diversified industrial layout,SS group has achieved significant development of enterprise scale benefits.Its business sector covers retail,real estate,biomedicine,vocational education and other industries.It was once a leading enterprise leading the economic development of the province.However,during the "13th five year plan"period,SS group was affected by the decline of macro economy and the intensification of industry competition.Most industry sectors failed to keep up with the changing trend of the industry,the management level and business model were relatively backward,the business thinking and macro vision were not broad enough,the industry status and market competitiveness gradually decreased,the business scale of the enterprise stopped and the profitability decreased day by day.In order to meet the requirements of the new market,the group urgently needs to optimize the new development environment and improve its competitiveness.Taking SS group as the research object,based on the theoretical basis of enterprise strategic management theory,corporate strategic level theory,diversification strategy theory,core competitiveness theory and whole industry chain theory,this thesis scientifically uses pest,EFE/IFE matrix.SWOT analysis and McKinsey to systematically study the internal and external environmental opportunities faced by the group,re-examine the future strategic development direction of the group,and put forward the group diversification optimization strategic plan in the new era,It is suggested that SS group should choose the strategic development direction of "enterprising reversal" in the future,clearly take the four main bodies of "healthy consumption upgrading service body,regional industry city integration development body,business circulation industry integration body and state-owned capital investment and operation body" as the group’s new strategic positioning,and take "developing into a domestic first-class new commercial industry investment group" as the enterprise vision,Taking "serving the overall situation of the whole province and serving the people" as the enterprise mission and "creating excellence","integration" and "growing" as the three-stage development path,optimize and form the "2+2+2" six industrial system,based on province D,facing the whole country and looking at the world.At the same time,the civilization has identified the development ideas and key measures of the six industrial sectors,and put forward specific strategic guarantee measures in six aspects:strategic management,capital operation,scientific and technological innovation,group management and control,talent team and cultural brand.The innovation of this thesis is to provide a valuable reference for similar commercial state-owned enterprises in industries with high degree of marketization,how to give full play to the advantages of state-owned enterprises,build a diversified industrial system,effectively improve their competitiveness and build a first-class enterprise in the industry.
