| At present,with the rapid economic growth and population growth,China ’s large and medium-sized city garbage emissions are increasing year by year,has become an important problem in urban development.From the practice of garbage classification in China ’ s cities,there are many problems such as mixed investment of residents in the front of garbage classification,mixed loading at the middle end and low disposal efficiency at the back end,resulting in poor implementation of garbage classification in China.In view of the current situation of community garbage classification in cities,it is of great practical significance to construct a set of garbage classification performance evaluation index system,guide the government and the public to improve the level of garbage classification,and promote the formation of a long-term garbage classification management mode in cities.First of all,based on the review of relevant literature at home and abroad,the current situation of innovation performance and innovation performance evaluation is analyzed.In order to ensure that the content of performance evaluation is comprehensive,this paper studies the problems existing in the construction and development of agricultural science and technology parks,such as the difficulty in quantifying the technical output and the complexity of the output of various types of benefits.The balanced scorecard is introduced into the innovation performance evaluation of agricultural science and technology parks,and the construction principle of the innovation performance evaluation index of agricultural science and technology parks is proposed,which is based on social and technical benefits and adheres to the long-term development and takes into account the economic benefits.Secondly,the study constructed a set of social,economic,management and environmental performance evaluation system.The index system includes four first-level indicators of social performance,economic performance,management performance and environmental performance and the corresponding 18 second-level indicators.Then,the subjective weight calculation method of analytic hierarchy process is used to calculate the weight of each primary and secondary index,and the fuzzy comprehensive evaluation theory is used to build the model framework.It is found that the innovation performance evaluation results of agricultural science and technology park in Shunyi District of Beijing are 3.2928 points,and the score interval is the general interval,which has not reached a good level.When there are additional resources,Shunyi District of Beijing can consider strengthening the performance of indicators such as the investment and financing quota of unit land in the park,the science popularization ability of the park,the energy consumption of enterprises ’ added value per CNY ten thousand,the proportion of enterprises ’R & D investment in income and the ability of science and technology promotion.If there is less resources,it should focus on strengthening the R & D investment of the science and technology park.Finally,in order to verify the practicability of the index system,the innovation performance of agricultural science and technology park in Shunyi District of Beijing is evaluated.Combined with the evaluation results,policy suggestions are put forward to improve the innovation ability of agricultural science and technology park in Shunyi District of Beijing. |
