Research On Influence On Technology Innovation Capacity Of Our Country From OFDI's Reserve Technology Spillovers

With the rapid development of economic globalization and the implementation of the strategy of "going out",more and more Chinese companies develop OFDI activities to seek foreign advanced technology and enhance the technology level of enterprises.With the increase of OFDI activities and the expansion of OFDI scale,the economic effect of OFDI,the impact on development of domestic production has attracted much attention.At the same time,the trend that leading technology advantage displaces low cost advantage as the the core competitiveness of enterprises and the national has become increasingly apparent.The key to obtain the technology advantage is technological innovation,only improving technology innovation capacity,can we realize the technology innovation,obtain technology advantage and then enhance the core competition of the enterprise and country.At present,the scale of China's OFDI and technology innovation capacity are on the rising trend,given this,scholars combine OFDI and technological innovation capacity to discuss the relationship between them.Foreign scholars mostly take the developed economies as the research objects,find out that OFDI Reverse Technology Spillovers can enhance the home country's technology innovation capacity.So our country as a developing country,whether OFDI Reverse Technology Spillovers is workable?What kind of effect dose this reverse technology Spillovers have on our country's technology innovation capacity?What is the influence mechanism?In order to solve the problem of the three aspects,this paper makes the study and exploration from the analysis of the situation,theoretical analysis and empirical analysis aspects.In the present situation analysis,the article analyzes our country's OFDI and technology innovation capacity's current situation and finds out that though China's OFDI has developed rapidly,but its overall scale is still small;mainly distributes in Asia and Latin America,and has a tendency to transfer to the developed areas;the domestic source mainly comes from the central investment,and the local investment's scale is small;mainly invests in the overseas low technology industry,the investment in high and new technology industrial is insufficient.Our country's technology innovation capacity shows a trend of slow growth,and technology innovation level is low.In the analysis of the theory,this paper analyzes the feasibility of China's OFDI Reverse Technology Spillovers,and explains the mechanisms that the enterprises improve their technology innovation through OFDI access to Reverse Technology Spillovers.The improvement of technological innovation abilities of enterprise will drive with industry and related industries,as well as the national's technology innovation capacity improvement.About the empirical analysis,this paper uses the 2003-2012 provincial panel data,builds a semi-parametric spatial econometric model to analyze influence on technology innovation capacity of our country from OFDI's Reserve Technology Spillovers.The empirical results indicate that:(1)Our country's R&D capital and R&D human effort have remarkable auxo-action for the technological innovation capacity,and the role of R&D human effort is greater than the domestic R&D capital stock.(2)Spatial spillover is a factor affecting technological innovation ability that can not be ignored.(3)The foreign R&D capital stock which is gotten through OFDI reverse technology spillover has nonlinear impact on our country's technology innovation capacity.Namely when the obtained foreign R&D capital stock is less than the critical value,OFDI reverse technology spillover inhibits the ability of the technological innovation;when the obtained foreign R&D capital stock is larger than the critical value,this overflow will promote the technological innovation capacity's ascension.And the promoting effect increases with the increase of international spillover of R&D capital stock.In the end,based on the the full text research contents and conclusions,the paper puts forward relevant policy suggestions from the macroscopic and microscopic aspects.
