China is still in the primary stage of economic development,and there is still a big gap with the economic strength of developed countries,not only in technology,talents,scientific research,high-end industry,agricultural mechanization,information industry,pharmaceutical research and many other fields.Therefore,the optimal allocation of industry cannot blindly follow the western economic theory and optimize the industrial structure,but should be analyzed in combination with its own actual situation.Especially since the reform and opening up,it has finally become more and more rationalized and advanced.It has formed the evolution process of "one two three,two one three,two three one,three two one",which is also gradually consistent with the development law of international industrial structure.It is especially reflected in the differences among coastal provinces,Central Plains and western regions.Although the whole country has realized the transformation from "one two three" to "three two one",there are still differences in the industrial structure among different provinces,and this difference also leads to the differentiated economic growth of different provinces.According to China’s natural and economic geographical elements,China is divided into four regional zones:the eastern region,the central region,the western region and the northeast region,each with its own characteristics,advantages and disadvantages.The eastern region has the most convenient external relations and the densest population,belonging to the region with the highest degree of economic development.The central region belongs to the transition zone between the East and the underdeveloped west.The northeast is an old industrial base.Based on the provincial data of four economic regions,this paper analyzes the economic growth of China’s provinces and analyzes the economic growth from 2001 to 2019 in different provinces of the eastern region,the central region,the western region and the northeast region;Empirical data analysis is carried out from four regions and 13 provinces to analyze the general situation and influencing factors of economic growth in specific provinces.It also analyzes the impact mechanism of regional industrial structure upgrading and adjustment on economic growth.Based on the 589 sample observations of 31 sections in 31 provinces(excluding Hong Kong,Macao and Taiwan)from 2001 to 2019,this paper studies the impact of the optimization and upgrading of industrial structure on economic growth;At the same time,it analyzes whether the proportion of employed population and the proportion of fiscal expenditure in GDP have a direct or indirect impact on economic growth.Taking 31 provinces in China as the research object,the model variables involve output indicators,industrial structure and control variables.The regression model is constructed by comprehensively considering the factors such as industrial structure,employment and consumer price.This paper studies the optimization of industrial institutions and economic growth in China’s regional economy,and puts forward different industrial optimization and upgrading adjustment suggestions for the eastern region,the central region,the western region and the northeast region.It is considered that different regions should develop industrial structure and upgrading mode suitable for their own development according to their own advantages and characteristics,and cannot blindly follow the transformation from "two three one" to "three two one".Some provinces can take the secondary industry as the main driving force of economic development,but pay attention to the high quality and diversification of the industry.
