On January 1,2022,the Regional Comprehensive Economic Partnership(RCEP),signed by all ASEAN countries and other 5 countries including China,Japan,South Korea,Australia and New Zealand,entered into force.Aiming to eliminate internal trade barriers,expand trade by services and improve the free investment environment,the Agreement covers about 1/3 of the world’s economic volume.The development of trade facilitation in RCEP member countries has gradually become the focus of the world’s attention.For many years,mechanical and electrical products have been the main types of products exported by China to RCEP member countries.In 2020,the total export value of mechanical and electrical products from China to RCEP countries was 307.082 billion US dollars,accounting for 11.85%of China’s total export value to RCEP countries in the same period,which shows the important position of mechanical and electrical products export among RCEP member countries.This paper will explore the impact of trade facilitation level on China’s exports of mechanical and electrical products to RCEP member countries.This paper constructs a complete set of trade facilitation indicators system,including four primary indicators and 13 secondary indicators including port efficiency,customs environment,regulatory environment and e-commerce,and uses the simple arithmetic average method to comprehensively measure the trade facilitation level of RCEP member countries.Then,the comprehensive level of trade facilitation and each primary indicator were introduced into the expanded trade gravity model.The paper studies the effects of these influencing factors on China’s exports of mechanical and electrical products to RCEP countries by empirical analysis.It is found that:firstly,China’s exports of mechanical and electrical products are large,but still face more problems.Secondly,there is an obvious gap in trade facilitation levels among RCEP member countries,with worse trade facilitation levels in ASEAN countries in general and better levels than the others.Thirdly,the factors of GDP,population,trade facilitation levels,exchange rates,whether bordering or not,and whether they are ASEAN countries in the importing countries all play facilitating role;while the geographical distance between the two countries,the tariff factor has the opposite hindering effect.Fourthly,the first-level indicators in the trade facilitation index system all have significant roles in promoting the export value of mechanical and electrical products,among which the impact of customs environment is the most significant.Based on the empirical analysis,the paper finally proposes relevant measures to promote the structural upgrading of Chinese mechanical and electrical products.Thus,the trade facilitation will play the important role among RCEP member countries,and then expand the exports of Chinese mechanical and electrical products...
