Research On The Countermeasures To Promote The Development Of The Third-Party Inspection Institutions In Liaoning Province

Under the precondition of the fast-changing development of the global economy,trade settlement,security protection,medical and health,environmental monitoring and other aspects are inseparable from the inspection behavior of inspection institutions.What’s more,especially the development of third-party inspection institutions has promoted the sound competition in the inspection market.In pace with the development of economy and the maturity of the inspection industry,these two complements each other and rely on each other.How can the relevant regulatory departments of the government,in accordance with relevant laws and regulations,take effective measures to promote the development of third-party inspection institutions,standardize the work of third-party inspection institutions,enhance their technical capabilities,avoid malicious competition,and actively integrate into the process of globalization,and these urgent problems put forward higher requirements for how to promote the development of third-party inspection institutions.In the light of the statistics of the number,scale,industry classification and other basic situation of the third-party inspection institutions in Liaoning Province,as well as the research on some relevant policies of the third-party inspection institutions issued in recent years,this paper evaluates the effectiveness and practicability of the relevant policies and regulations that have been issued by the government,in order to avoid the problems such as time-consuming and repeated research caused by ambiguous direction and ambiguous data in the establishment and supervision of relevant third-party inspection institutions.At the same time,through the collation of the relevant laws and regulations to promote the development of third-party inspection institutions and the regulatory policies and guidance issued by relevant government departments to third-party inspection institutions,this paper defines the basic line and great significance of promoting the orderly development of third-party inspection institutions.Meanwhile,on how to promote the development of third-party institution institutions,this paper proposes some effective countermeasures and reasonable suggestions.As a laboratory that independently undertakes the inspection tasks entrusted by diverse industries,the main advantage of third-party inspection institution is that the inspection methods and results are not controlled and affected by any department,which ensures that the inspection results are relatively objective and fair.The regulation of third-party inspection institutions is not only the problem of the government itself,but also the problem of the whole inspection industry,which is a microcosm of a region’s economic,political,cultural and other environment,with long-term nature and complexity.When supervising third-party testing institutions,it is easy to get half the results with double the effort if the regulations and policies are copied completely.Therefore,it is necessary to suit measures to local conditions and prescribe the right remedy to the case in grasping the general direction of the regulations and policies issued by the state.To promote the effective supervision of third-party inspection institutions,we should boldly put forward reasonable countermeasures and suggestions,and make steady progress on the road of solving the problems of promoting the development of third-party inspection institutions.
