Research On The Market-oriented Reform Countermeasure With The Quality Inspection Institutions Of Quality And Technology Supervision System

After30years of development and growth, the inspection agencies of qualitysupervision system have already become the backbone of quality inspection system inour country. They provide technical support for quality supervision, technical servicefor economic development, technical indemnify for the quality and safety, and playingan important role in the socialist market economy. After China’s accession to theWTO, inspection agencies which affected by the market economy have to face a newround of reshuffle and adjustment. If they want to survival and develop, to integratethe market and to take market-oriented path of development has become the onlyoption for the quality inspection agencies. However, under the background ofinstitutions reform, how to take the correct market-oriented countermeasure willbecome the problem in front of inspection agencies.First of all, the thesis introduces overseas and domestic research status aboutmarket-oriented reform of inspection agencies and many related concepts of thequality inspection, provides an overview about the development of quality inspectioninstitutions at home and abroad. By analyzing the market-oriented reformenvironment factors about the inspection agencies of quality inspection system, thethesis draws a conclusion that marketization reform has become the inevitabletendency for inspection agencies, and basis on analysis of some inspection agencies’exploring of market-oriented reform, this thesis also summed up many problems.The countermeasure are proposed from six aspects, changing concepts, positioningdevelopment, persisting reform in classification, breaking the affiliation, achievingoverall arrangement and operating in the marketable way with Chinese characteristics.Finally, The author put the inspection center in Count D of Tianjin who has alreadybeen reforming by the market-oriented way as an example, analysis it’s achievementsand problems, provides strategies of development for the center, and conducts theempirical research of countermeasure and measure to our country quality testingorganization development. The author hope this thesis can provide some references tothe market-oriented reform, and guide a path with Chinese characteristics to theinspection agencies of quality supervision system development.
