Research On The Connection Between National Economic And Social Development Planning And Land Spatial Planning

National economic and social development planning and land space planning are important public policies and an important part of the national governance system.They play a very important regulatory role in economic and social development,people’s livelihood security,urban and rural overall planning,educational equity and environmental protection.National economic and social development planning is the general command and headquarters of economic and social development.It is necessary to give play to the important regulatory role of public policy,make overall arrangements for economic and social development,and leave a connecting channel for land space planning;Land spatial planning is a public policy of spatial elements.We should give full play to the basic role of spatial planning and provide spatial element guarantee for the implementation of development planning.In 2018,the CPC Central Committee and the State Council issued the opinions on unified planning system to better play the strategic guiding role of national development planning(ZF [2018] No.44),requiring that the "two plans" should be connected and coordinated with each other,give full play to the attributes of public policies,promote economic construction and social development,and jointly achieve the planning objectives.However,in practice,the connection between national economic and social development planning and land spatial planning is not good,and even restricts each other.Therefore,it is necessary to study the connection of planning.Taking Jiangjin District of Chongqing as the actual research object,this paper first introduces the basic situation of Jiangjin district and its planning,and puts forward the main problems existing in the connection of "two regulations" in Jiangjin District,such as the single connection mode of "two regulations",the inconsistency of specific planning indicators,the inconsistency of planning period and level,and the difficulty of modification and improvement.Then,it analyzes the reasons for the poor connection between the two plans,which are mainly the imperfect system,the weak information construction,the low degree of public participation and the slow progress of land and space planning.Finally,countermeasures and suggestions are put forward: first,we should improve the top-level design and promote the integration of "two regulations" from the perspective of system and mechanism;second,we should speed up the information construction and use information technology to deal with the contradiction between "two regulations" in time;third,we should improve public participation and improve the scientificity and synergy of "two regulations";fourth,we should speed up the preparation and approval of land and space planning and reduce "two regulations" Front end cost of convergence.
