| The new energy vehicle industry is one of the strategic emerging industries that the State Council has determined based on my country’s national conditions,science and technology,and industrial foundation.In order to promote the development of China’s new energy vehicle industry,the central government has carried out top-level design at the strategic level,and local governments at all levels have formulated corresponding industrial policies to support it according to their own objective conditions.However,the use of industrial policies to promote the development of strategic emerging industries is a road of "crossing the river by feeling the stones".In the early stage of industrial development,the selective industrial policy with financial subsidies as the main means has an impact on the "quantity" of the new energy automobile industry.development has played an important role in promoting.However,since 2016,fraudulent subsidies and illegal subsidies have become the norm for new energy vehicle companies to earn a living.Such phenomena have seriously damaged the ecological environment and basic principles of operation of the new energy vehicle market.China’s new energy vehicle industry policy has entered a period of structural adjustment.The tools are also gradually turning to functional industrial technology policies with the market as the main body and innovation as the driving force.The performance evaluation of China’s new energy vehicle-related industrial policies is of great significance to the "useful and active" industrial policy to promote the highquality development of the new energy vehicle industry.Based on the theoretical basis of the implementation of industrial policy and the debate on the validity of industrial policy,this paper makes a general discussion on industrial policy and its performance evaluation methodology,and a specific discussion on China’s new energy vehicle-related industrial policy and its performance evaluation methodology;Based on the important role played by industrial policies in promoting the development of strategic emerging industries such as the new energy vehicle industry,this paper expounds the development process of China’s new energy vehiclerelated industrial policies.Qualitative analysis of factors such as background and policy model.In terms of empirical evidence,20 provincial-level units with a strong automotive industry foundation are used as decision-making units,and 2016,which represents the industrial policy entering the structural adjustment period,is used as the starting point of the time series,so as to reflect the output value and the comprehensive development level of the new energy vehicle industry.The number of authorized patents at the level of technological progress is the output variable,and the relevant indicators that can quantify the input of selective industrial policy and functional industrial technology policy are selected as input variables,so that the influence of management inefficiency,environmental factors and statistical noise can be eliminated through SFA regression.The three-stage DEA model is used as a tool to evaluate the performance of the decision-making unit’s comprehensive industrial policy on pure technical efficiency,scale efficiency and comprehensive efficiency.In the three-stage DEA model,if it is necessary to carry out SFA regression,the relevant environmental variables excluded from the regression are the factors that have an impact on the performance of decisionmaking units.The factors of the difference in the policy efficiency value of the energy vehicle industry.Finally,relevant policy suggestions are put forward on how the central and local governments at all levels can use industrial policies to promote the development of the new energy vehicle industry in the future. |
