New energy vehicle industry is the trend of global vehicle industry. In China, due to the energy shortage and environmental pollution, the development of new energy vehicle industry is even more urgent than other countries. China attaches great importance to the development of new energy vehicle industry. The "Second Five Year Plan" clearly states that "positive and orderly development of new energy vehicle industry is essential" and issues a series of guidelines and policies to promote the development of new energy vehicle industry. However, new energy vehicle industry in China has no advantage compared with developed countries. Shanghai is one of the first new energy vehicle pilot cities in China, and the competitiveness of its new energy vehicle industry has a very important significance for China’s new energy vehicle industry. So enhancing the competitiveness of its new energy vehicle industry is an important part of the development of new energy vehicle industry.The thesis uses the evaluation of new energy vehicle industry competitiveness in Shanghai as the theme. Basing on industrial competitiveness theory, the thesis uses a variety of research methods such as AHP analysis, expert scoring method and fuzzy synthetic evaluation method to qualitatively and quantitatively analysis new energy vehicle industry competitiveness in Shanghai. Firstly, it describes the background and meaning of the research, and has a preliminary understanding on the connotation of new energy vehicle industry competitiveness, as well as the characteristics. Secondly, it describes the contents and significance of Potter "Diamond Model" and finds out the indicators that can be used in the evaluation of new energy vehicle industry competitiveness. And then it designs the evaluation index system of the new energy vehicle industry competitiveness for the following steps by the use of AHP analysis method. Thirdly, it analyzes the current situation of new energy vehicle industry in Shanghai and then uses pre-designed evaluation system combined with relevant data and scoring results to evaluate new energy vehicleindustry competitiveness in Shanghai and compares it with other cities. Fourthly, it uses fuzzy synthetic evaluation method to evaluate new energy vehicle industry competitiveness in Shanghai and then reveals the reason why the assessment result is not good enough.Finally, it designs the strategy on how to enhance new energy vehicle industry competitiveness in Shanghai.The thesis uses a variety of research methods such as AHP analysis, expert scoring method and fuzzy synthetic evaluation method to construct the evaluation index system of new energy vehicle industry competitiveness. And it states that Shanghai should learn from international experience, strengthen the ability to master the core technology of new energy vehicle industry, strengthen the ability to develop independent brand and strengthen innovation capability. Besides, the thesis solves the problem of less competitive of Shanghai’s new energy vehicle industry, and it has innovative significance to some extent.
