| Since the reform and opening up,China has made remarkable achievements in economic development and made outstanding contributions to world economic development.In the past,China adopted a low efficiency and extensive economic development model with high pollution,high energy consumption and high emissions.This economic development model at the expense of environment and resources has enabled China to maintain rapid economic growth for several decades,but has resulted in overcapacity and structural redundancy,as well as environmental problems such as air pollution and Marine pollution.It is urgent to change China’s economic development from high-speed growth to high-quality development without relying on the past high-pollution economic development model.The low efficiency and extensive economic development model results in the low level of industry,which seriously restricts the further development of economy.Therefore,regional industrial upgrading is an important way to break through the bottleneck of economic development.Government can cause the environmental pollution of individual and organizational resources,the environmental pollution caused by negative externality into internal cost of enterprises,so as to guide the enterprises to actively pollution governance,from the source to prevention and control of environmental pollution,promote enterprise innovation of production technology at the same time,which in turn drives the regional industry to upgrade.This paper first defines the concepts of environmental regulation and regional industrial upgrading,expounds the theoretical hypotheses related to the two,and combs the previous literatures related to the two.Secondly,based on the research results of many scholars on environmental regulation and industrial upgrading,the paper analyzes the ways in which environmental regulation affects regional industrial upgrading.The paper argues that there is a threshold effect based on technological innovation level between the intensity of environmental regulation and regional industrial upgrading.In addition,due to historical factors and regional economic differences,the technological innovation threshold effect of environmental regulation intensity on regional industrial upgrading may be different in different regions.Then,based on the data of 30 provinces(autonomous regions and municipalities directly under the Central Government)in China from 2010 to 2019(Hong Kong,Macao,Taiwan and Tibet are not included in the research scope due to the difficulty of obtaining some data),this paper takes the technological innovation level as the threshold variable to study the threshold effect of environmental regulation on industrial structure upgrading in China.In addition,the panel threshold regression model is set and tested by region with reference to the classification standard of the latest National Bureau of Statistics,so as to reflect the difference between different regions in the technological innovation threshold effect of environmental regulation intensity on regional industrial upgrading.The results of this paper show that: from a national perspective,environmental regulation has a threshold effect on industrial structure upgrading based on technological innovation level;By region,from the perspective of technological innovation level,there is a threshold effect of environmental regulation on regional industrial upgrading in eastern and central China,but there is no threshold effect of environmental regulation on regional industrial upgrading in western China.In addition,for the whole country and the eastern region,when the level of technological innovation is at the advanced stage,environmental regulation can significantly promote regional industrial upgrading.Finally,based on the conclusion of this paper,the following policy suggestions are put forward: encouraging the development of scientific and technological innovation,implementing differentiated environmental regulation,improving the legal system of environmental regulation and combining environmental regulation tools. |
