Since the reform and opening up,our country’s marketization level has been continuously improved.However,due to factors such as the natural separation of the resource receiving end and the transmission end,the horizontal segmentation of the distribution market,and the monopoly of state-owned capital in the oil industry,the market segmentation of factors still exists.Affected by geographical factors and local protection,product market segmentation still exists.These two types of market segmentation distort the flow of resources,hinder the elimination of outdated production capacity and technological progress,and reduce energy efficiency.In response to this situation,this paper plans to explore the impact of market segmentation on energy efficiency,in order to provide a solution to this problem.Firstly,based on the existing literature,the previous studies on energy efficiency,market segmentation and the relationship between them were sorted out,and the impact mechanism of market segmentation on energy utilization efficiency was summarized,and the corresponding theoretical model was established.After that,the market segmentation index of each province is calculated by the relative price method,and the market segmentation status of each province and the overall situation of the whole country are analyzed.The SBM method is used to calculate the energy efficiency of each province over the years.In order to further verify the impact of market segmentation on energy utilization efficiency,this paper uses Tobit model to empirically analyze the relationship between market segmentation and energy efficiency.In order to ensure the robustness of the results,this paper uses the stochastic frontier model for analysis.The study found that the level of market segmentation continued to decrease after the reform and opening up,until after 2013,it showed a trend of fluctuation and no longer decreased significantly.There are large regional differences in energy efficiency,especially between the eastern region and the western region.At the same time,many provinces in the western region experienced a large efficiency decline in 2003 or 2008.It also coincides with the time period of the significant rise in the market segmentation level in most of these regions.Empirical analysis confirms the negative impact of market segmentation on energy efficiency.This result is true in both the Tobit model and the stochastic frontier model,and the western region is particularly affected by market segmentation.Based on the above conclusions,this paper puts forward the following policy recommendations: First,improve the transfer payment system,weaken the economic growth goal of official promotion,and weaken the motivation of local government market segmentation.Second,strengthen infrastructure construction,promote inter-provincial trade links,reduce market segmentation caused by natural factors,and give full play to our country’s scale dividends.Finally,weaken the factors that block the flow of other factors,reduce the biased supply of resources and constraints on labor mobility,and improve the efficiency of resource allocation.
