| The Third Plenary Session of the 18 th CPC Central Committee in 2013 put forward “the modernization of China’s system and capacity for governance” as the major issue.Subsequently,the state has successively issued corresponding policy documents on smart governance,such as the “Internet+”,the information and communication industry development plan,the sixth edition of the Internet agreement,and the construction of smart city,laying a policy foundation for smart governance promotion,infrastructure improvement and data integration promotion.As a downward derivative of smart governance,primary-level smart governance is an effective way to modernize its governance capacity.Urban smart governance has taken the lead and has achieved remarkable results,with a variety of different models,experiences,and research perspectives in different cities,but it cannot be ignored that there are still blind spots in rural area on primary-level smart governance,and township smart governance will face more problems and challenges.Based on observation and interview of smart governance practices in Y town in Q District of Chengdu city,this paper constructs a primary-level smart governance with rural town.With the principle of integrity,it analyzes the problems and reasons in the smart governance practices in Y town and suggests an optimization path.In this way,it has enriches management experience,and demonstrated the compatibility between holistic governance and smart governance,which provides references and ideas for rural areas to explore the road of primary-level smart governance.Three parts of works are carried out as follows:Firstly,it defines the connotation of primary-level smart governance,sorts out the governance logic and practical application of holistic governance theory home and abroad,expounds the research perspective,basic elements,evaluation indicators and ethical issues of smart governance,and summarizes and evaluates the effectiveness,limitations and compatibility of holistic governance theory and smart governance.Secondly,taking Y Town in Q District of Chengdu city as an example,it expounds the current situation of social governance to analyze the feasibility of smart governance construction in Y town,and introduces the practice and effectiveness of smart governance in Y Town.Finally,based on the holistic governance theory,it constructed an analytical framework,covering the root processes of problems,causes and optimization paths,and summarized problems and causes in four aspects(management guidance,information technology,management mechanism,and the coordination of main players)in Y town’s primary-level smart management.These problems are as follows: 1.the governance target prioritizes the government,2.the platform data needs to be perfected;3.the governance mechanism requires innovation;4.the pluralism participation scope is limited.Then it points out that the root of the existing problems is that the deviation from the actual needs of the masses,shortage of construction time,limitation of data capture,inadaptability of traditional governance mechanism,shortage of social participation.In the analysis framework,the author puts forward the optimization suggestion from the following four aspects: taking the citizen’s demand as the guidance,strengthening the application of information technology,constantly improving the governance mechanism,and promoting the diversified participation of social governance.At present,China is in an important period of modernization and transformation.With the rapid development of modern information and communication technology,the people’s growing demand for a better life and the modernization of social governance need be supported by according smart governance.However,smart governance is not a simple physical compatibility.In the process of integrating information technology into social governance,we should emphasize people-oriented value rationality,improve the social governance mechanism,and promote diversified social participation,which is the only way we can truly realize the beautiful vision of collaboration,participation and common interests. |
