Research On Interactive Governance And Realization Path Of Township Industries

The prosperity of industry is the key task of rural revitalization,and an important guarantee for the comprehensive upgrading of agricultural development,the all-round progress of rural society,and the increase of farmers’ income.In the context of building a moderately prosperous society and moving towards common prosperity,it is of great significance to realise the highquality development of township industries.The governance of China’s township industry is an undertaking involving multiple actors from the state,market and society.However,in the context of government-led industrial governance in townships,the formation of a pattern of industrial integration and development in which social forces participate in township industrial governance has yet to take place.Standing in a new historical period,which path can improve the effectiveness of township industrial governance and help achieve the second century goal?The theory of interactive governance offers a new perspective.The localisation of interactive governance theory is needed in the field of township industrial governance,and its value core seems to be particularly compatible with the current concept of social governance.In the established literature,although some scholars have realized the importance of the interaction of action subjects and the embedding of network relations for the industrial governance of townships,there are not many theoretical explorations and empirical studies on the industrial governance model of townships from the perspective of interactive governance.Based on this,this paper takes the interaction mechanism and realisation path of multiple subjects in township industrial governance as the core issue.This paper takes the practice of food industry governance in Y town as a case study.Through interviews,field visits and practical observations,this paper seeks to restore the original appearance of interactive governance by multiple actors in the practice of food industry governance in Y town,and tries to propose a path for the realization of interactive governance in township industry.Through the case study,the paper finds that: firstly,as an important engine of local economic development,the development of township industries is still one of the priorities of the grassroots government.However,with the transformation of government functions and the evolution of grassroots governance modernisation,the township industry governance model has undergone significant changes.Under the interactive governance model,multiple actors are able to realise their respective interests and needs under a common goal.Secondly,the high-quality development of township industries depends on the effective interaction of administrative,market and community governance and the mutual embedding of administrative,market and community mechanisms,among which the transformation of government functions in governance is crucial.The government should play the role of both a "meta-governor" and a legitimiser.Once again,the improvement of the effectiveness of industrial governance in townships depends on the frequent and institutionalised interaction between the state,the market and social actors.By constructing and improving ’hard-binding’institutional norms and ’soft-binding’ social norms,the state,the market and social actors interact frequently under an institutional framework,while providing legitimacy for the interaction between the market and social actors.Finally,through an in-depth analysis of the logic and mode of interaction between the state,the market and social actors,this paper attempts to propose a path for the interactive governance of the township industry: establishing an interactive network,establishing rules of interaction,setting up an interactive platform and clarifying the main responsibilities of the government.This study attempts to analyse the model of industrial governance in townships from the perspective of interactive governance,to explain the interaction mechanism and realization path of multiple actors in the process of interactive governance,to add further to the existing literature and to provide reference for grassroots government governance practices.
