| Compared with the traditional consulting mode,the whole process engineering consulting has the advantages of integration,which can break the shackles of the fragmented" service mode,promote the multi-objective integration of construction projects and the whole process intensive management,and realize the value-added of projects.The whole process engineering consulting is not only the trend of urgent development of the consulting industry under the background of the superposition reform of the construction industry,but also the inevitable demand of China’s construction industry to achieve sustainable and healthy development.But as for the current development status,the whole process of engineering consultation in China,there is uncertainty in the process of promoting factors restricting its promotion process is relatively complex,various marketing subject have doubts and difficulties in the development of new consulting services due to risk aversion,so the final promotion effect is still unsatisfactory.Therefore,how to coordinate the interest relationship between the whole process of engineering consultation and promotion subjects and realize the cooperation and promotion among the market participants is an urgent problem to be solved to promote the transformation of the consulting industry from an"extensive" to an "intensive" service model and realize the sustainable and healthy development of the industry.This thesis focuses on the dilemma of multi-participant cooperation in the promotion of whole-process engineering consultation.Firstly,the concept and content of whole-process engineering consultation are defined,and the differences between it and traditional engineering consultation are analyzed,then through literature review and expert interview to identify the whole process of engineering consulting promotion of 16 factors,using fuzzy interpretation structure model of the relationship between various factors and status is analyzed,and through the driving force,dependent numerical draw the restricting factors of MICMAC analysis diagram,identify the key factors,the results show that the five key constraints of the system are insufficient government support,lack of professionals,failure to realize the value-added benefits brought by the adoption of the new consulting model,lack of support from senior decision-makers of the owner and high cost investment in the development of the new consulting model.Among them,insufficient government support,lack of professionals and failure to realize the value-added benefits brought by the adoption of the new consulting model are the deep constraints,they are the most fundamental and critical constraints that need to be given priority in the current promotion process.Secondly,based on the identification of key constraints,the evolutionary game parameters are set,the strategy dynamic selection interaction mechanism between the three important subjects(government,consulting enterprise and owner)is explored with the help of evolutionary game model,and the specific action laws of different constraints on behavioral decision-making are analyzed through MATLAB simulation,so as to explore the method and path to realize multi-party cooperative promotion.The results show that A8(1,1,1)(high-powered incentive,development,adoption)is the best ideal state in the initial stage of promotion that most conforms to the reality.The government should provide appropriate subsidies to enterprises and owners who carry out and adopt the whole-process engineering consulting services,increase the value-added benefits of project construction and consulting services,and reduce the development and adoption costs,which can effectively improve the enthusiasm and initiative of all participants in cooperation and promotion.Finally,based on the previous results,targeted suggestions and measures are put forward for the multi-subject collaborative promotion from the government,consulting companies and owners:for the government,they should actively improve the top-level design,reasonably encourage and effectively supervise consulting enterprises and owners,strengthen public opinion publicity and promote the development of industry-university-research cooperation;for consulting enterprises,they should actively carry out transformation and upgrading and strengthen personnel training;for the owner,they should abandon the traditional concept,form a good cooperative relationship with the consulting enterprise in the process of cooperation,and promote the improvement of the service quality of the consultant through appropriate incentive means.This thesis deeply analyzes the key constraints in the whole process of engineering consulting promotion and the cooperative promotion path and strategy of participants,which provides new ideas for the promotion and implementation of whole-process engineering consulting,enriches the research system of whole-process engineering consulting to a certain extent,and makes up for the lack of research content at this stage will help promote the orderly and rapid popularization and development of the whole-process engineering consulting service model in China’s construction market,and promote the sustainable and high-quality development of the construction industry. |
